Role Overview

The Freelance Fire Safety Manager (FSM) shall be responsible for ensuring full compliance with the Singapore Fire Safety Act and SCDF regulations. The FSM will manage fire safety systems, emergency preparedness, regulatory submissions, and coordination with stakeholders across the assigned premises.

The FSM shall provide the following services in accordance with the specified frequency:

  1. Fire Safety Manager Inspection – Conduct site inspections, system checks, and hazard identification on a monthly basis.
  2. Fire Drill – Plan, coordinate, and execute evacuation exercises on a half-yearly basis.
  3. Table Top Exercise – Conduct emergency scenario simulations with relevant stakeholders on a half-yearly basis.
  4. FSM Annual Report – Prepare and submit a comprehensive fire safety report on a yearly basis.
  5. Fire Safety Committee Setup – Establish the Fire Safety Committee structure once per contract period.
  6. Fire Safety Committee Review – Conduct committee meetings and review fire safety matters on a half-yearly basis.
  7. Preparation of Emergency Response Plan (ERP) – Develop the ERP for the premises once per contract period.
  8. Review of Emergency Response Plan (ERP) – Update and revise the ERP on a yearly basis.
  9. Registration as Building FSM with SCDF – Complete and maintain FSM registration with SCDF once per contract period.
  10. Endorsement of Fire Certificate Renewal Form – Review and endorse Fire Certificate renewal submissions on a yearly basis.
Key Responsibilities
  • Act as the appointed FSM registered with SCDF for the building
  • Ensure compliance with Fire Safety Act, Fire Code, and SCDF regulations
  • Conduct routine inspections and risk assessments
  • Organize and manage fire drills and emergency exercises
  • Develop and maintain Emergency Response Plan (ERP)
  • Establish and manage Fire Safety Committee and Emergency Response Team (ERT)
  • Liaise with SCDF, building management, and relevant authorities
  • Maintain proper documentation, reports, and compliance records
  • Support Fire Certificate (FC) renewal process, including endorsement
Requirements
  • Certified and registered Fire Safety Manager (FSM) with SCDF (mandatory)
  • Proven experience managing fire safety for iFM industry
  • Strong knowledge of Singapore Fire Code and statutory requirements
  • Good communication, reporting, and coordination skills
