Purpose and Scope

The VP, Ops & HSSE shall be responsible for driving efficient and effective operational performance across the IUS line of business, whilst executing and maintaining safety protocols of the highest standards. This role will reenforce safety as an integral part of IUS's overall organizational culture and ensure that operations align with business goals, regulatory requirements, and industry best practices.

The successful incumbent will report directly to the Chief Operating Officer (COO), IUS.

Role & Responsibilities

Operations
  • Provide strategic leadership and operational oversight for the portfolio of industrial parks and industrial water treatment facilities across Vietnam, Indonesia, and China, ensuring alignment with organizational goals and regional compliance.
  • Drive operational excellence across all assets by implementing standardized processes, performance metrics (KPIs), and continuous improvement initiatives to optimize efficiency, uptime, and cost-effectiveness.
  • Lead cross-functional and cross-regional teams to ensure seamless coordination and execution of operations, including maintenance, utility services, client services, and infrastructure readiness.
  • Develop and enforce operational governance frameworks, including SOPs, escalation protocols, and decision-making cadences, to support strong command & control across geographically dispersed operations.
  • Champion the adoption of digital tools and smart infrastructure solutions to enhance operational visibility, predictive maintenance, energy optimization, and customer service levels (e.g., SCADA, IoT sensors, Digital Twins).
  • Collaborate with Business Development and Asset Management teams to ensure operational readiness and scalability of new investments and expansions.
  • Work closely with IUS Procurement & Engineering Design teams on key vendor and contractor relationships, ensuring compliance with operational standards, performance SLAs, and cost control objectives.
  • Lead crisis response planning and business continuity for operational disruptions, working closely with local teams to ensure rapid and effective resolution.
HSSE
  • Oversee & manage HSSE for IUS with strong understanding of HSE statutory requirements. This includes HSSE-related risks involved in our business activities, and corresponding plans to manage & mitigate those risks.
  • Provide guidance and support to operational units on the formulation, review and implementation of respective HSSE Action Plan(s).
  • Regularly review the HSSE approach and strategies to stay relevant and conduct audit checks to ensure continuous improvements in the HSSE programs at site levels.
  • Ensure that IUS conforms to Sembcorp-Group HSSE guidelines and implementing appropriate actions to drive compliance and improvements (as applicable on-the-ground).
  • Ensure that required EPC contractors and subcontractors adhere to HSSE guidelines.
  • Create a culture that prioritizes effective HSSE management and a zero-accident culture, through the development and execution of activities including HSSE coaching and training.
  • Drive environmental awareness and protection management programmes, including environmental monitoring programs (Air quality, Water Quality, Noise and Soil etc.)
  • Establish guidelines and investigate protocols surrounding HSSE incidents (reporting criteria, causation, accountability, remedial actions, incident tracking, closure of corrective actions).
  • Ensure effective communication of lessons learnt to avoid similar occurrence(s).
Requirements
  • Degree in Engineering or related discipline(s).
  • At least 10 years of relevant experience, preferably in complex Operations / Safety roles.
  • Experience in problem solving HSSE issues in a dynamic/diverse environment and implementation of risk control systems and processes.
  • Demonstrated ability to lead through influence across large organisations & with external vendors.
  • A team player with high integrity, professionalism, and excellent communication skills to appropriately coach and educate employees at all levels.
  • Strong time management skills, and orientation to goals with measurable results.
  • Able to travel as and when required.
