Ang Mo Kio Town Council (AMKTC) is 1 of the biggest Town Council in Singapore and manages/improves the public residential and commercial properties in 7 divisions; namely Teck Ghee, Cheng San, Ang Mo Kio-Hougang, Seletar-Serangoon, Buangkok-Fernvale South, Kebun Baru SMC and Yio Chu Kang SMC.

We have an immediate opening in a Head of Contracts/Contracts Manager in Ang Mo Kio Town Council. The Head of Contracts/Contracts Manager is a direct hire by AMKTC and oversees the Council’s procurement and contract management functions, ensuring that all contracts for services, maintenance, and works are administered efficiently, transparently, and in compliance with relevant government regulations and policies.

The role ensures value-for-money procurement and effective vendor performance management.

Key Responsibilities
  1. Procurement & Tender Management
  • Lead the planning and execution of procurement strategies for Council projects and services.
  • Manage tender processes including preparation of tender specifications, evaluation criteria, and recommendation reports.
  • Ensure compliance with procurement policies and regulatory requirements.
  • Oversee quotation and tender exercises for estate services such as cleaning, landscaping, pest control, and repairs.
  1. Contract Administration
  • Draft, review, and manage contracts, service agreements, and variations.
  • Ensure contracts clearly define scope, service levels, KPIs, and penalties.
  • Monitor contract performance and compliance with contractual obligations.
  • Manage contract renewals, extensions, and terminations.
  • Ensure all contracts are monitored, renewed or awarded before expiry.
  • Ensure all contracts and related documents are scanned and archived in the Knowledge Management System.
  • Ensure obsolete contracts and related documents are destroyed/disposed in accordance to policies and regulations.
  1. Vendor & Stakeholder Management
  • Build and maintain relationships with contractors, suppliers, and consultants.
  • Work closely with operations, finance, and estate management teams to ensure contract deliverables are met.
  • Address contract disputes and resolve performance issues.
  • Actively source for new vendors who can give AMKTC value for money and outcomes in the products and services we offer.
  1. Compliance & Governance
  • Ensure procurement and contract management practices comply with government regulations and audit requirements.
  • Maintain proper documentation for audit and governance purposes.
  • Implement internal controls and risk management procedures related to procurement.
  1. Team Leadership
  • Lead and mentor the contracts/procurement team.
  • Develop policies, procedures, and best practices for contract management.
  • Provide guidance to departments on procurement and contract matters.
Qualifications & Experience
  • Bachelor’s degree in Law, Business Administration, Quantity Surveying, Engineering, or Procurement.
  • Minimum 8–12 years of experience in procurement, contracts management, or project administration, preferably in public sector, municipal services, or construction.
  • Experience managing tenders and large service contracts.
  • Strong knowledge of procurement frameworks and contract law.
