Marine Assurance Technical Superintendent
Job Overview
This role is responsible for providing technical marine assurance expertise to ensure safe, efficient, and compliant operations across PCISG‑Shipping’s global shipping activities. The Marine Assurance Technical Superintendent supports vessel and terminal inspections, vetting assessments, TMSA audits, and marine risk evaluations in accordance with international maritime regulations, OCIMF standards, and company policies.The position plays a critical role in identifying and mitigating marine operational risks, supporting incident investigations, and driving continuous improvement in marine assurance, safety, and QHSE performance. Working closely with internal stakeholders and external partners, this role contributes to maintaining high standards of operational excellence, regulatory compliance, and a strong safety culture throughout the organization.
Job Responsibilities
Marine Risk Management- Conduct technical vetting and assessments of vessels, terminals, and marine operations.
- Identify, evaluate, and mitigate risks associated with owned, chartered, and third-party vessels.
- Provide solutions to technical and operational marine issues.
- Support continuous improvement of marine assurance, vetting, and QHSE processes.
- Manage OCIMF SIRE inspection protocols for the region and participate in industry teams/programs as required.
- Conduct vetting of vessels and terminals in line with PCISG-Shipping Marine Assurance Standards.
- Conduct technical reviews of spot and time charter vessels, as well as TMSA audits of operators’ offices.
- Participate in industry programs and OCIMF expert working groups.
- Lead and support investigations into marine incidents and near misses.
- Provide technical analysis, root cause identification, and corrective action planning.
- Collaborate with internal teams (Chartering, HSE, Operations) and external stakeholders (shipowners, classification societies, port authorities, when required).
- Represent PCISG-Shipping at industry forums and working groups on marine safety and assurance.
- Contribute to the development and continuous improvement of marine assurance policies, procedures, and technical standards, as well as QHSE processes and procedures.
- Monitor changes in international regulations (IMO, SOLAS, MARPOL, ISM, ISGOTT) and assess operational impacts.
- Provide technical guidance and training for office staff.
- Promote a strong safety culture and operational excellence across the organization.
- At least 6 years of seagoing experience, preferably at the rank of Chief Officer / Second Engineer, or Master / Chief Engineer, on oil, chemical, or gas tankers, or LNG carriers.
- At least 5 years of shore-based experience in marine assurance/vetting with an Oil Major company, or equivalent experience in marine operations, assurance, or technical superintendent roles.
- Strong technical knowledge of chartered fleet troubleshooting, OCIMF requirements, IMO regulations, ISGOTT, and industry best practices.
- Proven experience with SIRE inspections, vetting systems, and marine risk assessment tools.
- Excellent communication, analytical, risk assessment, report-writing, and problem-solving skills.
- Willingness to travel internally and externally for inspections and audits.
- LNG carrier and/or DP experience is desirable.
- Relocation may be considered in accordance with PCISG Shipping regulations.
- Expatriate assignments will be considered.
