OVERVIEW

The Deputy Executive Director (Dy ED) provides vision, strategy, and leadership across Programmes & Services (P&S), and Corporate Strategy & Development (CSD). The role ensures CPAS delivers effective, holistic, and high-quality services to persons with special needs, while strengthening organisational capabilities and positioning CPAS to respond proactively to emerging trends in the social service sector.

Working closely with the Executive Director (ED), the Dy ED will drive strategic growth, financial health, operational excellence and organisational sustainability. The Dy ED will deputise for the Executive Director as required.

RESPONSIBILITIES
  1. Programmes & Services (P&S)
  • Provide strategic leadership to ensure the effective and holistic delivery of special education, therapy, early intervention, and adult services in line with CPAS’s mission.
  • Develop, implement, and monitor programmes and services to achieve the desired outcomes and organisational goals.
  • Support the ED in driving operational excellence, safeguarding CPAS’s reputation, and ensuring accountability in service delivery.
  • Build and foster a high-performing senior management team and culture.
  • Partner with Corporate Services (HR, Finance, IT, Marketing, Admin) to ensure adequate resourcing and operational support.
  1. Corporate Strategy & Development (CSD)
  • Lead the review and development of organisational strategies to enhance impact, growth, and long-term sustainability.
  • Identify and respond proactively to global and local trends in the early intervention, special education, and adult services space.
  • Align CPAS strategies with national social service and SPED master plans.
  • Oversee research and data analysis to support evidence-based decision-making, programme innovation, and partnership opportunities.
  • Build and maintain strong relationships with ministries, statutory boards, funders, and external partners to advance CPAS’s strategic priorities.
  • Oversee CSD operations and ensure effective stakeholder engagement and collaboration.
  1. General Management
  • Review budget proposals/appeals submitted by reporting functions and oversee their timely submissions.
  • Effectively manage the budget as approved by EXCO / NCSS/ MSF / ECDA / SGEnable.
  • Drive the manpower planning process within P&S functions.
  • Maintain a proper record system for official documents to ensure the confidentiality of information, documents, and databases.
  • Maintain and comply with the statutory requirements of archives, backup, and classification of all documents.
  • Recommend and implement policies and work plans to achieve the objectives of reporting functions.
  • Comply with and adapt the Board's Governance Guidelines relating to the specific functions.
  • Represent the Association's views and positions in meetings, including those requested by relevant authorities, as delegated by the Executive Director.
  • Attend the School Management Committee as an official on behalf of the Executive Director.
Requirements
  • A master’s degree or higher academic qualification.
  • Demonstrate strategic leadership with the ability to balance vision-setting, long-term strategy and operational execution.
  • Strong analytical acumen and data-driven decision-making capability.
  • Proven success in leading cross-functional teams in multiple portfolios effectively.
  • At least 20 years of professional experience, with at least 10 years of proven leadership track record with general management experience and clinical experience.
  • Minimum 10 years of social service sector work experience in a leadership position.
  • Exceptional people management and leadership skills.
  • Dynamic, highly driven with strong communication, collaboration, and networking skills.
  • Track record of mentoring and motivating a team of talented professionals.
