The Quantity Surveyor plays a key role in the financial management of projects, from initial feasibility studies to final account settlement, focusing on cost control, procurement, and contractual compliance.
Key Responsibilities and Activities:Cost Estimation and Budgeting:
- Prepare detailed cost estimates for mechanical and electrical works at various project stages, including feasibility, design, and construction.
- Develop and manage project budgets, ensuring accurate forecasting and monitoring of costs.
- Prepare tender documents, including bill of quantities, specifications, and scope of work for M&E contracts.
- Evaluate tenders, conduct negotiations with contractors, and make recommendations for contract awards.
- Review and analyze contracts to ensure compliance with terms and conditions, and manage any variations or claims.
- Prepare and submit progress claims, final accounts, and related documentation to clients and contractors.
- Monitor project expenditures and performance against budgets, identifying any deviations and implementing corrective actions.
- Provide regular cost reports and financial forecasts to project management and stakeholders.
- Conduct site visits to assess progress, quality of work, and compliance with design specifications.
- Liaise with project teams to resolve any discrepancies or issues related to M&E works.

- Ability to work independently and as part of a team, demonstrating flexibility in various situations.
- Initiative in seeking out opportunities for cost savings and efficiency improvements.
- Strong ethical standards in managing project finances and contractual obligations.
- Proficiency in cost management software and tools (e.g., CostX, CCS, or similar).
- Understanding of mechanical and electrical engineering principles and construction methodologies.
- Familiarity with relevant local and international codes, standards, and regulations related to M&E works.
- Comprehensive knowledge of quantity surveying principles and practices, particularly for M&E projects.
- Experience in financial management, including budgeting, forecasting, and cost control.
- Familiarity with construction contracts (e.g., FIDIC, NEC, JCT) and procurement strategies.
- Knowledge of current industry trends and technologies relevant to M&E construction.
- Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, Mechanical Engineering, or Electrical Engineering.

- 3–5 years of experience as a Quantity Surveyor, with a focus on mechanical and electrical projects in the construction industry.
- Proven track record of managing costs and contracts effectively in complex construction environments.
