Job Description:*
We are seeking a passionate HR Manager who is eager to grow and develop alongside our business. In this role, you will oversee the full spectrum of human resource functions, including recruitment, onboarding, employee relations, training and development, performance management, payroll coordination, and HR compliance.A strong understanding of local employment laws and HR best practices is essential to ensure a productive, compliant, and positive working environment.
*Key Responsibilities:*- *Work Permit Management:*
- Handle all Work Permit, S Pass, and Employment Pass applications, renewals, cancellations, and appeals via the Ministry of Manpower (MOM).
- Ensure timely renewal and tracking of pass expiry dates to avoid non-compliance.
- Liaise with external agencies, MOM, and other statutory bodies as needed.
- Maintain accurate records of all pass holders and update HR systems accordingly.
- Ensure compliance with quota, levy, and regulatory requirements (e.g., housing, medical insurance, etc.).
- Process and monitor medical check-ups, IPA collections, thumbprints, and passport renewals if needed.
- *HR Operations:*
- Maintain up-to-date and accurate employee records in HRIS or physical files.
- Administer payroll inputs such as attendance, overtime claims, and leave management.
- Prepare contracts, letters (confirmation, increment, warning, etc.), and HR reports.
- *Employee Relations:*
- Serve as the main point of contact for grievance handling, counseling, and disciplinary actions.
- Promote positive employee relations and team morale across departments.
- Support workforce engagement activities and retention strategies.
- *Performance and Development:*
- Drive performance review cycles and advise management on appraisals and promotions.
- Identify training needs and plan relevant workshops, courses, or certifications.
- Support the development of high-potential employees for future leadership roles.
- *Compliance and Policy Management:*
- Ensure HR policies and practices comply with MOM, CPF, IRAS, SHG, SDL, and other government requirements.
- Minimum Diploma in Human Resources or a related field with at least 5 years of relevant experience.
- CEI certification is preferred.
- Previous experience in the construction or engineering industry is an advantage.
- People-oriented and results-driven with strong leadership skills and the ability to work independently.
- Strong understanding of labor regulations, HR policies, and systems.
- A critical thinker with a continuous improvement mindset, hands-on approach, problem-solving abilities, and the capacity to meet deadlines.
- Proficient in speaking and writing Mandarin to communicate with internal stakeholders.
