Geylang - IT Project Manager (Central/Up to 8k) (ID: 682947)

Responsibilities:

• Conduct Request for Information (RFI), Invitation to Quote (ITQ), and Invitation to Tender (ITT) exercises, including preparation and definition of specifications, evaluations, contract negotiations, and obtaining approval for awards.
• Provide oversight of IT projects within the organization.
• Manage project scope and objectives; influence, drive, and manage stakeholders’ expectations to achieve desired project outcomes.
• Manage all changes to project scope, escalating to the Project Steering Committee promptly when changes impact agreed delivery timelines or budgets.
• Perform solution analysis, procurement, product selection, and fit-gap assessments, and obtain necessary approvals; ensure technical solutions align with business requirements.
• Apply industry best practices in project management methodology to manage and execute projects effectively.
• Define, structure, plan, manage, and report on assigned IT projects.
• Ensure quality management of projects, delivering on time, within scope, and on budget.
• Coordinate with internal and external resources to facilitate project execution.
• Liaise regularly with the Project Steering Committee and Project Working Group regarding project reporting and delivery status.
• Identify and manage all project risks and issues, escalating as necessary to mitigate impact.
• Ensure availability and appropriate allocation of project resources focused on delivery.
• Manage vendors to ensure fulfillment of contractual obligations within agreed Service Level Agreements.
• Ensure all projects comply with IT policies as well as internal and external audit requirements.
• Perform other related duties as assigned by the reporting officer.

Qualifications:

• Bachelor’s Degree in Computer Science, Information Technology, or a related field, with certification in IT Project Management (e.g., CITPM or PMP).
• Minimum of 5 years’ experience in project management within IT, digital services, healthcare, or a related field.
• Certifications such as ITIL and project management (e.g., PMP, CITPM) and relevant experience are advantageous.
• Strong team player with excellent interpersonal, analytical, and leadership skills.
• Solid functional and technical knowledge with effective communication and writing abilities.
• Independent, resourceful, and self-motivated, with a proven ability to deliver projects on time, within scope, and on budget.
• Experience working with integrated electronic medical records, automated rostering and scheduling systems, enterprise resource planning software, web technologies, infrastructure, and cybersecurity is beneficial.
• Strong technical expertise in IT infrastructure, business applications, and security management frameworks.
• Proven experience managing cross-functional projects and a strong record of successful project delivery.
• Experience in vendor management and project execution.
