Job Summary

The Senior / Manager supports the department Assistant Director by managing a portfolio of enrichment and engagement programmes for learners from primary to pre-university. The role focuses on programme planning, coordination, delivery support, and monitoring to ensure smooth execution and continuous improvement across the portfolio.

The role supports external engagements by coordinating communications and follow-ups with relevant stakeholders to facilitate programme delivery, alignment and issue resolution. The incumbent consolidates feedback and insights from external touchpoints to support programme refinements and departmental reporting.

Key Responsibility Areas

Programme Scoping and Planning (MENDAKI Achievement Programme)
  • Identify classroom and holiday programme needs (target cohort, learning focus and delivery constraints) and translate them into clear programme briefs for each delivery cycle. Holiday programmes may also be offered to non-MAP students.
  • Document programme scope for alignment and vendor execution (objectives, target group, content coverage, delivery model, timelines and acceptance criteria).
  • Maintain the annual/term delivery calendar for MAP classroom and holiday programmes, including key milestones for design, procurement, readiness, delivery and review.
  • Consolidate programme updates, risks and outcomes for OKR reporting and management review.
  • Manage scope changes by documenting impacts, securing approvals, and communicating updates to Curriculum Development and vendors.
Vendor Management and Programme Execution
  • Translate approved scope into vendor deliverables and delivery plans (run sheets, staffing plans, materials, schedules, and reporting requirements) for MAP classroom and holiday programmes.
  • Coordinate delivery readiness with vendors, including venue/virtual set-up, learning materials readiness, facilitator arrangements, safeguarding protocols (where applicable) and contingency planning.
  • Monitor vendor performance through delivery check-ins and service reviews; track issues and corrective actions, and escalate contract or delivery risks as required.
  • Manage feedback collection and post-programme reviews with vendors and internal counterparts; consolidate lessons learnt and agree improvement actions for subsequent cycles.
  • Support procurement and contract administration by tracking deliverables, documentation, invoicing milestones and variations in collaboration with procurement/finance.
Curriculum Coordination and Programme Design Alignment
  • Work with Curriculum Development to translate programme scope into design requirements (learning outcomes, lesson structure, content sequence, differentiation approach and assessment plan) for classroom and holiday programmes.
  • Align design constraints and operating parameters (time allocation, delivery modality, facilitator profile, classroom management considerations, materials formats and timelines).
  • Coordinate design review checkpoints and approvals; ensure vendor-developed materials and delivery artefacts meet scope and design requirements before deployment.
  • Coordinate pilots (where applicable) and implementation feedback loops with Curriculum Development and vendors to refine content and delivery approaches.
Internal Coordination and Delivery Support
  • Run programme management cadence for each delivery cycle (planning meetings, readiness checks, delivery check-ins and post-programme reviews) and track action items to closure.
  • Consolidate inputs and decisions across Curriculum Development, procurement/finance, operations and vendors to ensure end-to-end readiness.
  • Prepare and align external stakeholder communication packs (key messages, schedules, participation details, operational instructions and FAQs) in coordination with internal teams and vendors.
  • Maintain programme artefacts (delivery calendar, run sheets, risk register, issue log and decision log); escalate items requiring management decisions.
  • Prepare concise updates for the HOD on scope changes, delivery status, vendor performance, OKR progress and emerging risks.

Requirements

Education
  • Degree in Education, Business Administration, Social Sciences, or other relevant fields.
  • Postgraduate qualifications will be an advantage.
  • Understanding of Singapore’s education and youth landscape.
Experience
  • 3–6 years of relevant experience in programme operations, preferably in education, youth development or community programmes.
  • Experience coordinating programme planning and delivery activities (e.g., schedules, logistics, materials and reporting).
  • Exposure to working with vendors or service providers to support programme delivery.
  • Good coordination and communication skills to work with internal teams and support stakeholder communications.
  • Comfortable with basic data tracking and reporting (e.g., progress updates and OKR reporting).
