Overview
The Project Manager/Senior Project Manager will be responsible for leading and delivering complex building projects within live, operational, and mission‑critical environments. This role requires strong technical, commercial, and stakeholder management capability, with particular emphasis on managing high‑risk works, multiple specialist packages, and stringent governance requirements typical of large corporate and regulated clients.
Key Responsibilities:
- Project Leadership & Delivery
- Lead projects across the full lifecycle from consultant appointment and design development through authority submissions, construction, testing & commissioning, handover, defects liability period (DLP), and final account close‑out.
- Manage addition & alteration (A&A) works within occupied buildings, ensuring minimal disruption to ongoing 24/7 operations and business continuity.
- Oversee multiple work packages and contractors running in parallel under a master programme.
- Technical & Infrastructure Management
- Direct and coordinate complex building infrastructure upgrades, including but not limited to:
- High‑tension (6.6kV or equivalent) electrical systems, switchgear, and transformers
- Chillers, cooling towers, AHUs, and ACMV systems
- Provide oversight on façade and external envelope works, including façade restoration, window replacement, and high‑rise access systems.
- Ensure appropriate planning and control of temporary works, access strategies, and sequencing in constrained urban sites.
- Cost, Contract & Commercial Management
- Establish and manage project budgets, cost plans, and cashflow forecasts.
- Lead pre‑tender cost estimates, value engineering exercises, and procurement strategies.
- Administer contracts, including assessment of variations, claims, extensions of time (EOTs), and final accounts.
- Maintain commercial control across multiple procurement packages and contractors.
- Stakeholder & Consultant Management
- Act as the primary client representative within formal governance, reporting, and approval frameworks.
- Lead and coordinate multi‑disciplinary consultant teams including structural, façade, electrical, mechanical, and specialist consultants.
- Interface closely with in‑house property, facilities, IT, and operations teams.
- Chair senior‑level project meetings and provide clear, concise executive reporting.
- Risk, Safety & Compliance
- Proactively identify, assess, and manage project risks, including:
- Operational risks such as power shutdowns and cooling outages
- Phasing, decanting, and interface risks between concurrent work packages
- Ensure full compliance with MOM Workplace Safety and Health (WSH) requirements.
- Oversee high‑risk activities such as high‑tension electrical works, façade access, and lifting operations.
- Enforce contractor HSE standards rigorously, particularly within live operational environments.
- Regulatory & Authority Coordination
- Manage and coordinate submissions and approvals with relevant Singapore authorities, including BCA, SCDF, URA, and MOM.
- Ensure projects are delivered in compliance with local regulations, codes, and statutory requirements.
- Approved project execution plans, programmes, and budgets
- Authority approvals and compliance documentation
- Regular executive‑level progress, risk, and cost reports
- Successful handover of completed works with minimal operational disruption
- Timely close‑out of DLP items and final accounts
Requirements & Qualifications
Experience- Approximately 7–15+ years of relevant project management experience in the built environment.
- Proven track record acting as Lead Project Manager or Project Director (Senior PMs) projects of similar scale and complexity.
- Demonstrated experience delivering projects in live, mission‑critical, and highly regulated environments (e.g. corporate HQs, financial institutions).
- Strong familiarity with Singapore construction practices, standard forms of contract, and market conditions.
- Experience delivering projects within dense urban or CBD locations.
- Strong leadership, coordination, and decision‑making skills.
- Excellent stakeholder management and communication abilities, including executive‑level reporting.
- High level of commercial and contractual acumen.
- Structured, proactive approach to risk and safety management.
