Project Construction Manager (New Office Setup) - Sembawang

☑ Location: Woodlands - Company transport provided at Woodlands & Admarity MRT

☑ At least 8–12 years of relevant experience, with a proven track record in delivering industrial or manufacturing facility projects.

☑ Strong knowledge of Singapore’s construction and safety regulations (BCA, SCDF, NEA, MOM, etc.).

Key Responsibilities:

1. Project Leadership & Coordination

• Lead the entire construction phase of a new manufacturing or processing plant, including site preparation, infrastructure, building works, and fit-outs.
• Serve as the main point of contact for consultants, contractors, architects, and internal stakeholders.
• Manage design finalization, technical evaluations, contract awards, and project milestones.

1. Planning & Execution

• Develop and monitor master schedules, resource plans, and construction sequencing to ensure timely delivery.
• Establish site logistics, access control, and utilities integration to support smooth site activities.
• Ensure timely procurement of long-lead items and coordination of installation.

1. Regulatory Compliance & Safety

• Obtain and manage all necessary building permits, approvals, and regulatory clearances (e.g., BCA, SCDF, NEA, MOM).
• Ensure all construction activities comply with Singapore’s local codes, EHS standards, and industrial best practices.
• Conduct risk assessments and implement mitigation strategies to ensure a safe and productive worksite.

1. Budgeting & Cost Control

• Manage construction budgets, track expenditures, and implement cost-control measures throughout the project.
• Evaluate contractor claims, variation orders, and change requests to ensure financial discipline.

1. Quality Management

• Review design drawings, material submittals, and inspection reports to ensure work quality and specification compliance.
• Conduct and coordinate QA/QC procedures, site testing, and audits during and post-construction.

1. Commissioning & Handover

• Oversee installation of critical plant equipment, utility systems (MEP), and production-area fit-out.
• Coordinate punch-list activities, commissioning, and final documentation for operational readiness.
• Support transition to production and facilities management teams.

Requirements:

• Degree in Civil/Structural Engineering, Construction Management, or equivalent.
• 8–12 years of experience in construction project management, with a strong track record in new industrial or manufacturing facility setups.
• Proven ability to deliver projects in a live industrial or regulatory-intensive environment (e.g., pharma, food, chemical, biotech, logistics).
• Strong working knowledge of local regulations and permitting processes (e.g., BCA, SCDF, NEA).
• Familiarity with safety practices (WSH Act), site supervision, and contractor management.
• Excellent organizational, communication, and stakeholder management skills.
