Job Summary

The Assistant Director, Planning leads MENDAKI’s organisational planning and organisational excellence efforts by strengthening internal governance, planning processes, knowledge management and performance advisory.

The role supports the Head of Department (HOD) in developing and driving enterprise-wide initiatives that enhance organisational capability and enable the organisation to operate effectively.

Key Responsibility Areas
 A.  Strategic Planning & Organisational Excellence
  1. Lead organisational development initiatives and provide internal advisory support for departmental and enterprise-wide priorities (e.g. governance practices, corporate planning, productivity, knowledge and data management).
  2. Lead the department’s strategic planning across its units and ensure a cohesive and harmonised approach to organisational excellence.
  3. Identify, evaluate and recommend process improvements that strengthen internal processes and enable the organisation to operate smoothly.
 B.  Governance, Data Protection & Stakeholder Engagement
  1. Monitor and strengthen policies, procedures and staff awareness to ensure data privacy, confidentiality and responsible data handling across the organisation.
  2. Identify and network with potential and existing partners to support collaboration on the provision of the organisation’s support services.
  3. Represent the organisation in joint committees and contribute to nation-wide initiatives, as required.
 C.  Corporate Secretariat & Management Support
  1. Support the preparation of agendas, meeting papers, presentations and Notes of Meeting (NOM) in consultation with the Chief Executive Officer (CEO).
  2. Provide planning and coordination support to ensure timely follow-through on management decisions and organisational priorities, where required.
 D.  Financial Planning & Resource Management
  1. Lead the department’s forecasting and budgeting activities.
  2. Oversee the implementation of budget plans to manage resource allocation to the department’s workplan and programmes.
  3. Monitor budget utilisation and outcomes to ensure proper governance, utilisation and accounting of resources.
 E.  Team Leadership & People Development
  1. Lead and manage the team to deliver the department’s workplans and targets, including setting and cascading goals and performance standards.
  2. Mentor direct reports and provide timely coaching and feedback to support their personal and professional development.
  3. Conduct workforce planning and identify manpower needs to strengthen the organisation’s core support services.

Requirements

Qualifications
  • Degree in a relevant discipline.
Experience & Competencies
  • 5–7 years of relevant experience in organisational planning, corporate planning / strategy, organisational excellence, governance or performance management; experience in the social service or non-profit sector is strongly preferred.
  • Demonstrated ability to lead and manage teams, including coaching, performance management, and workforce planning.
  • Strong familiarity with the social service ecosystem (e.g. service delivery environments, partnerships and stakeholder engagement), with the ability to translate corporate practices into fit-for-purpose approaches.
  • Strong analytical, problem-solving and decision-making skills, with the ability to structure issues, synthesise insights and drive practical recommendations.
  • Strong stakeholder management, communication and facilitation skills, including the ability to engage senior leadership and influence across departments.
  • Meticulous, resourceful and able to manage multiple priorities under pressure, while maintaining appropriate governance and confidentiality standards.
