About the Role
We are looking for a highly motivated and experienced individual to join our Strategic Clinical Manpower Office as Manager, Strategic Planning and Partnership. In this dual-role, you will co-lead strategic workforce initiatives for Allied Health and Pharmacy job families, and project manage the NHG Job Redesign and Career Development (JRCD) initiative in alignment with national healthcare workforce transformation goals.
Key Responsibilities Strategic Planning and Partnership- Co-develop and implement manpower strategies in partnership with stakeholders from Allied Health and Pharmacy job families.
- Collaborate with the Talent Acquisition team and NHG institutions in supporting the roll-out of talent acquisition, engagement and retention initiatives that align with job family people strategy.
- Support strategic workforce initiatives such as the Allied Health Career Development Framework Committee, Clinical Psychologist Manpower Planning Workgroup, and NHG Allied Health Council etc., to create a future-ready workforce.
- Support the optimization of a centralized NHG services in Pathology, Radiology, Cardiology, and Eye departments
- Prepare and analyze workforce reports to inform decision-making with stakeholders and management.
- Develop high-impact presentations and documentation for strategic forums and governance platforms.
- Serve as NHG's Project Manager for the JRCD initiative, ensuring the scope, deliverables, and timelines are met.
- Act as liaison between NHG institutions and external stakeholders including MOH, HSEU, e2i, CETs and other healthcare clusters.
- Lead project planning, budgeting, stakeholder coordination, and resource management.
- Track and report on JRCD key performance indicators (KPIs), manage claims and ensure compliance with JRCD funding requirements.
- Lead change management efforts to ensure smooth adoption of the JRCD initiative across NHG institutions, addressing resistance, ensuring stakeholder buy-in, and driving long-term sustainability of changes.
- Facilitate project meetings with institutional and external partners; document workflows and track milestones.
- Resolve operational issues, plan contingencies, and ensure smooth project execution.
- Lead and support staff involved in the JRCD project.
- Design and implement innovative solutions to enhance employee experience and engagement
- Oversee project audits, documentation, and timely submission of reports and funding claims.
- Ensure proper project closure and knowledge management through documentation and archiving.
- Undertake any other duties as assigned.
- Bachelor's degree or higher in Human Resources, Public Policy, Healthcare Administration, or a related field.
- At least 5 years of relevant experience in project management, workforce planning, or talent development.
- Experience in healthcare settings or public sector transformation projects is preferred.
- Excellent stakeholder engagement and communication skills.
- Meticulous, analytical, and well-organized.
- Able to manage complex projects with multiple stakeholders.
- Ability to identify opportunities for service improvement and implement creative solutions
