Overall Job Objectives:

Support Executive Director to develop and drive strategic business plans of STPI. To ensure the highest standards of corporate governance, risk management and regulatory compliance within STPI.

Core Responsibilities:

Planning
  • Lead and develop a long-term strategic work plan that identifies goals and objectives with Executive Director and all other Head of Departments.
  • Work with STPI Management in corporate planning especially in the formulation of strategies, action plans and to implement the identified strategies.
  • Ensure strategic alignment with the broader national arts ecosystem, including incorporating relevant components of the SG Arts Plan, and maintain close working relations with MCCY to align STPI’s strategic direction with national policy/agenda.
  • Establish and oversee a structured corporate planning process, i.e., strategic planning sessions, workplans, mid-year reviews.
  • Establish and oversee a structured KPI reporting process with proper checks and balances in place.
  • Support in all Board related matters including guiding the Secretariat for the Board and its sub-committees, conducting Board self and peer evaluation, renewal of board appointment (with MCCY) etc.
Governance & Risk Management
  • Establish a governance framework that entails controls through systems, policies and procedures.
  • Ensure compliance with the Revised Code of Governance, MCCY Handbook, and adherence to Government requirements.
  • Prepare governance reporting and report results to stakeholders (Board of Directors, Charities unit, MCCY, etc).Keep abreast with new or changes in the regulatory framework, highlighting the requirements to relevant stakeholders, and working with the stakeholders for the required actions.
  • Develop, implement and maintain a robust Enterprise Risk Management Framework to manage the risks of STPI.
  • Lead the identification, assessment, and management of risks of STPI.
  • Monitor, review and enhance the Risk Management Process to ensure that it continues to effectively manage risks, including risk identification, risk assessment, risk treatment, as well as risk monitoring, reporting and escalation.
  • Annual update and report of Risk Registers to Audit Committee and Board, identify controls and formulate action plans to minimise, manage and mitigate risks and then monitor the progress of these efforts with the respective stakeholders.
  • Work effectively with stakeholders from various departments to ensure all risk and compliance matters are attended to appropriately and timely.
  • Support various departments in dealing with queries from internal audits, and responding to requests for information by MCCY.
Others
  • Develop and maintain STPI’s Business Continuity Plan (BCP), including Business Impact Analysis and regular simulation exercises. Ensure the BCP aligns with STPI’s governance, risk management, and organisational objectives, and is effectively communicated and integrated into training.
  • Establish and continuously update corporate governance-related policies (e.g. AML) and frameworks; oversee implementation and ensure cross-departmental compliance. Regularly review to stay aligned with best practices and evolving organisational needs.
  • Provide trainings and workshops to relevant employees on the governance and compliance matters.

Job Specifications:

  • Bachelor’s Degree in Business Administration, Arts Management, related discipline.
  • At least 7 years in a leadership position in a medium to large-sized organization.
  • Experience working with government agencies, especially MCCY or NAC, or involvement in national strategic planning processes is highly desirable.
  • Experience in corporate planning, performance management, and writing or reviewing governance documents or board papers.
  • Strong strategic thinking and analytical skills.
  • Excellent written and verbal communication skills.
  • Solid understanding of governance principles and risk management frameworks will be an advantage.
  • High degree of independence, initiative, and integrity.
  • Strong interpersonal and stakeholder management skills, with the ability to collaborate across departments and with external agencies.
