Job Summary
The Senior Manager / Manager, Human Resource Development is responsible for the learning function of the organisation, driving staff capability development in line with the organisation's mission and strategic priorities. Operating within the context of Singapore's social service and non-profit sector, the incumbent partners closely with the Senior Management to identify learning needs, design impactful programmes, and build a motivated and competent workforce dedicated to serving the community.
The incumbent is expected to work between 8:30 a.m. to 6:00 p.m. on weekdays and may be required to work over weekends and public holidays to support organisation events.
Key Responsibility Areas
Staff Capability Development and Planning- Lead the development of organisational Learning and Development (L&D) strategies and annual training plans aligned with the organisation's direction, to strengthen workforce capabilities and promote lifelong learning.
- Conduct Training Needs Analysis (TNA) in partnership with Senior Management; oversee the mapping and maintenance of functional competency frameworks across job families to translate findings into targeted development interventions.
- Analyse data and gaps from individual staff learning roadmaps to guide planning priorities, resource allocation, and L&D budget management.
- Stay abreast of SkillsFuture Singapore (SSG) initiatives, National Council of Social Service (NCSS) workforce development frameworks, and sector trends to keep the organisation's L&D approach relevant and forward-looking.
- Identify, design, and deliver broad-based learning programmes using innovative and effective channels, including digital, blended, and experiential approaches, tailored to the needs of respective teams and job families.
- Equip people managers with the skills and tools to mentor, train, and provide on-the-job coaching; oversee end-to-end training administration including scheduling, enrolment, vendor coordination, and post-training evaluation.
- Oversee the administration of the organisation's training awards and nominations of staff, board members, and volunteers for external committees, sector platforms, and national workgroups.
- Manage local and overseas attachment programmes, study trips, and internship programmes in partnership with Institutes of Higher Learning (IHLs) and national agencies to build a pipeline for talent acquisition.
- Engage and collaborate with national-level partners, IHLs, and government agencies to identify collaborations, grants, and sponsorships for staff learning and capacity-building.
- Identify, apply for, and administer relevant government funding schemes (e.g., SSG grants, SkillsFuture Enterprise Credit) and submit applications for national organisational awards.
- Develop, implement, and administer internship and professional attachment programmes to provide meaningful learning experiences and build a sustainable talent pipeline.
- Take direct supervisory responsibility for direct report(s), including goal setting, coaching, performance management, and work prioritisation.
- Set objectives and KPIs for direct report(s) in line with team priorities; conduct performance reviews in accordance with organisational processes.
- Build strong working relationships with Senior Management to ensure L&D plans are closely anchored to operational needs and workforce priorities.
- Track and report on L&D metrics, including training completion rates, learner satisfaction, and on-the-job application of skills, to HR leadership and Senior Management.
- Develop, maintain, and periodically review L&D policies, training SOPs, and management guidelines to ensure they remain current, practical, and aligned with organisational and regulatory requirements.
- Ensure all L&D activities are conducted in accordance with the organisation's governance framework, internal controls, and relevant statutory or sector-specific requirements.
- Monitor and report on compliance with mandatory training requirements, ensuring timely completion across all levels of the organisation.
- Plan and coordinate meetings as secretariat for HR Committee meetings, including preparing agendas, recording minutes, and following up on action items.
- Undertake any other duties and projects as assigned by the Head of Department (HOD) HR and/or Senior Management.
- Degree in HR, Business Administration or equivalent.
- At least 5 years of relevant HR Development experience with demonstrated leadership and strategic HR exposure.
- Strong knowledge of HR policies, employment legislation, and governance frameworks.
- Strong ability with data analytics and tools e.g. Excel, PowerBI.
- Strong communication skills.
- Adaptable, resilient, and able to lead change in a dynamic environment.
- Good track record in stakeholder/partnership engagement and management
- Experience in the community or public sector is an advantage.
- Institute for Human Resource Professionals (IHRP) certification is an advantage.
