Senior / Executive Officer, Human Resources (8 months contract)

The jobholder (8-month contract) supports the organisation in overseeing the management of human resources in the organisation. He/she takes ownership of the Human Resource Management (HRM) function in a fast-paced environment making quick and informed decisions to support the organisation.

The incumbent is expected to work from 8:30 a.m. to 6:00 p.m. on weekdays. He/she is largely expected to work in an office environment, although he/she may also be required to travel out of the office for meetings. On occasion, he/she may need to work outside official hours on weekends to support in the running of events.

Key Responsibility Areas

Human Resource Administration
  1. Manage and process the employee lifecycle events such as and not limited to: Voluntary and Involuntary Terminations, Staff Confirmations, Contract Renewals, Merit Increments (MI), Promotions, Annual Declarations etc.
  2. Serve as the primary contact for all employee queries and HR-related matters.
  3. Provide administrative support to the Reporting Officer for the Annual Performance Review, Staff Ranking Exercise
  4. Administer and submit the statutory claims for Maternity/Paternity/Shared Parental/Childcare leave of applicable staff.
  5. Provide administrative support to the HR team for all HR related events.
Payroll Administration
  1. Processing payroll, including payment of salary, annual increment, bonus, AWS, allowances and statutory contributions of all MENDAKI staff.
  2. Process ad-hoc payments for resigned staff, overtime (for eligible employees only), bonuses and festival advance when applicable.
  3. Ensure that the payroll data is verified to be correct and accurate by the Reporting Officer and HOD HR before being processed for payments.
  4. Ensure that the payroll data is processed within the deadline.
  5. Process the billing of seconded officers for various agencies when applicable.
Talent Acquisition
  1. Manage the end-to-end recruitment cycle, from job posting to onboarding.
  2. Collaborate with hiring managers to understand talent needs and develop effective talent acquisition strategies.
  3. Leverage on multiple sourcing channels, including job boards, professional networks, and social media, to identify qualified candidates.
  4. Ensure all recruitment practices align with organisational policies and local employment laws.
  5. Maintain accurate records of recruitment activities, generating reports on key metrics and outcomes.
  6. Use data-driven insights to refine talent acquisition strategies and align them with organisational goals.
  7. Partner with tertiary institutions, polytechnics, and universities for Student Internship Programmes.
Employee Data Management
  1. Manage and champion the HR Information System – creating new staff records, update of staff database, leave, time-off and appraisal modules.
  2. Administer and maintain the Performance Management forms in the HR Information System (HRIS).
  3. Administer and maintain the Annual Staff Declarations in the HR Information System (HRIS).
Budgeting
  1. Prepare MENDAKI’s yearly manpower budget for submission to the Reporting Officer.
  2. Work together with the HR team to prepare the yearly HR budget for submission to the Reporting Officer.
  3. To review and recommend any changes to the budget to the Reporting Officer.
Staff Welfare and Development
  1. Manage and maintain the overall medical and WICA insurances of the organisation.
  2. Administer staff benefits. E.g. Purchase of a Get Well Soon Basket, Awarding staff with the Birth of a Child gift.
Other Duties
  1. Any other duties as directed and assigned by the Reporting Officer.
Requirements
  1. At least 1 to 3 years of relevant professional experience.
  2. Degree or Diploma in Human Resource Management, Business or any related subject is preferred.
  3. IHRP certification is an advantage
  4. Good understanding of Singapore labour and employment laws.
  5. Meticulous and able to work under minimal supervision and tight deadlines in a fast-paced environment.
  6. Excellent communication and interpersonal skills, with the ability to build strong relationships with stakeholders.
  7. Hands-on approach with a problem-solving mindset.
