Manager, Facilities Management
Role Purpose
To lead and take full accountability for MTFA’s facilities management function across all sites, covering both maintenance operations and capital projects.
The role ensures that all facilities are safe, compliant, operationally reliable, and progressively upgraded, with the Manager serving as the overall owner of both project delivery and maintenance performance.
Key Responsibilities
Overall Facilities Leadership & Accountability
To lead and take full accountability for MTFA’s facilities management function across all sites, covering both maintenance operations and capital projects.
The role ensures that all facilities are safe, compliant, operationally reliable, and progressively upgraded, with the Manager serving as the overall owner of both project delivery and maintenance performance.- Project Leadership
Serve as the overall project owner for all facilities-related projects, including:
- Renovations (e.g. DIL, FSC upgrades)
- Additions & Alterations (A&A) works
- Electrical upgrading
- Security and automation systems
- Direct and supervise the Project Manager (contract) in:
- Project scheduling and coordination
- Contractor and consultant management
- Site supervision and reporting
- Lead key decisions on:
- Project scope and priorities
- Tender evaluation and award
- Budget approvals and cost control
- Ensure projects are delivered on time, within budget, and to required standards
- Maintenance & Operations Oversight
Oversee all day-to-day facilities operations across MTFA sites
Ensure implementation of:
- Preventive maintenance (PPM)
- Corrective maintenance
- Emergency response protocols
Supervise the Senior Executive in:
- Managing vendors and term contractors
- Attending to operational issues and minor defects
- Ensuring service continuity across sites
- Ensure high reliability of critical systems, especially in healthcare facilities Vendor & Contract Management
- Lead all facilities-related vendor and contract management
- Establish clear SLAs and KPIs for both maintenance and project vendors
Oversee procurement processes, including:
- Tendering
- Quotation evaluation
- Contract awards
- Ensure cost efficiency without compromising service quality
Compliance, Safety & Risk Management
Ensure compliance with all regulatory requirements:
- SCDF (Fire Safety)
- BCA (Building regulations)
- NEA / environmental standards
- Healthcare-related facility requirements
- Oversee audits, inspections, and certifications
Ensure proper documentation:
- Maintenance records
- Licences and permits
- Safety reports
Review and streamline existing facilities management processes, and establish Standard Operating Procedures (SOPs) to ensure consistency, operational efficiency, compliance, and service quality across all MTFA premises
Drive workplace safety and risk mitigation across all facilities
Team Leadership & Coordination
Lead a 3-man facilities team with clear role clarity:
Manager: Overall accountability, decision-making, approvalsSenior Executive: Operations, vendors, ground execution
Project Manager: Project coordination and execution support
Ensure strong coordination between:
Project works and ongoing operations
Step in for escalations, complex issues, and critical decision-making
Key Performance Indicators (KPIs)- Preventive maintenance compliance rate
- Project delivery (timeline, budget, quality)
- Facility uptime (especially critical systems)
- Vendor performance ratings
- Audit and compliance outcomes
- Budget adherence (CAPEX & OPEX)
Job Requirements
Education & Experience- Degree / Diploma in Facilities Management, Engineering, Building Services or related field
- At least 6–8 years of relevant experience, with strong exposure to:
- Facilities operations
- Project management / upgrading works
- Experience managing multi-site portfolios
- Exposure to healthcare / residential care / childcare environments is an advantage
- Strong knowledge of:
- Building systems (M&E, HVAC, electrical, plumbing)
- Preventive maintenance frameworks
- Project management lifecycle
- Familiarity with Singapore regulatory requirements (BCA, SCDF, NEA, MOM WSH)
- Able to operate in a lean, high-accountability environment
- Strong balance between strategic oversight and hands-on execution
- Capable of managing simultaneous operational issues and project timelines
- Available to respond to urgent facilities matters when required
