Join HeritageSG (HSG) as a Senior Manager / Deputy Head (Procurement) and provides strategic leadership and oversight of the organisation’s procurement function, ensuring robust governance, compliance with prevailing policies and regulations, and delivery of value-for-money outcomes.This role partners with Divisions to enable effective procurement planning and contract management, drives continuous improvement and digitalisation of procurement processes, and supports organisational objectives through strong advisory capabilities and stakeholder engagement.
Key Responsibilities
Procurement Strategy & Governance- Provide strategic direction and leadership over organisation-wide procurement activities, ensuring alignment with operational needs, procurement policies and applicable regulatory requirements.
- Develop, review and strengthen the procurement governance framework to achieve an appropriate balance between control, compliance, risk management and operational efficiency.
- Ensure that procurement policies, frameworks and practices are aligned with recognised best practices adopted by comparable government-linked organisations.
- Oversee management of procurement risks and escalations, and provide guidance on complex or high-value procurement matters.
- Act as a senior procurement advisor to Divisions and Management, providing professional guidance on sourcing strategies, procurement approaches, contract management and supplier engagement.
- Partner with Divisions to enhance procurement planning, improve contract outcomes and manage procurement-related risks throughout the contract lifecycle.
- Manage and resolve procurement-related queries and escalations, providing clear, timely and pragmatic advice.
- Build and maintain strong working relationships with internal stakeholders and external partners to support effective and compliant procurement outcomes.
- Provide oversight of the end-to-end procurement process, ensuring consistency, transparency and timely execution of procurement activities and contract implementation.
- Review, enhance and approve procurement SOPs, templates and workflows to support digitalisation, process streamlining and continuous improvement.
- Champion the use of procurement systems and tools to improve efficiency, data quality, reporting and overall user experience.
- Establish and maintain effective systems for procurement and contract records management, including archival, retrieval and disposal, in compliance with internal policies and organisational requirements.
- Ensure readiness for audits and reviews, and address audit findings related to procurement governance, processes and documentation.
- Provide guidance and mentorship to procurement staff, fostering professional standards and continuous capability development within the team.
- Contribute to cross-functional and ad hoc projects as required, including initiatives related to governance, digital transformation and organisational improvement.
- Support Management in strategic initiatives and organisational priorities relating to procurement and corporate governance.

The Ideal Profile:
- Degree in Business, Supply Chain, Finance or a related discipline.
- Minimum 5 years of relevant procurement experience, preferably in the public sector , charities or government‑linked organisations.
- Strong knowledge of procurement governance, regulatory requirements and end‑to‑end procurement processes.
- Proven experience managing complex or high‑value procurements and providing senior‑level procurement advice.
- Ability to partner stakeholders, manage escalations and influence outcomes across Divisions.
- Experience in enhancing procurement frameworks, SOPs and driving process improvement or digitalisation initiatives.
- Strong leadership, judgement and communication skills.
