Procurement Executive - Choa Chu Kang

Job Responsibilities :

• Develop and implement contracting strategies from the investment proposal stage, aligned with project goals and market conditions.
• Manage tender processes — pre-qualification, bid evaluation, supplier selection, and contract award — in compliance with procurement procedures.
• Maintain approved vendor lists, arrange contractor site visits, and ensure supplier compliance with policies.
• Oversee contract execution, variation orders, amendments, and terminations with stakeholders.
• Execute purchasing activities via the P2P process and ERP systems to ensure timely and accurate delivery of goods/services.
• For purchases over SGD 40K without framework agreements, run full tender exercises including RFIs/RFPs, market analysis, and bidder communications.
• Develop procurement plans and budgets, conduct spend and category analysis, and align with operational needs.
• Review and improve procurement policies, processes, and systems for efficiency and compliance.
• Track KPIs (cost savings, P2P cycle time, supplier performance) and drive continuous improvement in procurement operations.

Job Requirement :

1. Solid understanding of commercial principles and contract law, including the ability to draft contractual and specification clauses.
2. Demonstrated track record in contract negotiations and supplier/vendor management
3. Minimum 3 years’ relevant experience in procurement, contracting management, or related functions.
4. Bachelor’s degree in any field.
