Job Summary
We are seeking a highly motivated and detail-oriented Assistant Manager, Human Resources to oversee the full spectrum of HR functions with a general knowledge on payroll, CPF matters, foreign worker levy, quotas, and compliance with Ministry of Manpower (MOM) regulations in Singapore.The ideal candidate will ensure smooth HR operations, provide strategic support in workforce planning, and maintain adherence to local labour laws.
Key Responsibilities- Payroll & Compensation Management
Oversee end-to-end payroll processing, ensuring accuracy and timeliness.
Handle CPF contributions, tax clearance (IR21), and other statutory deductions in compliance with MOM and IRAS regulations.
Manage foreign worker levy payments, quotas, and work pass renewals.
Address payroll-related queries from employees and resolve discrepancies.- HR Operations & Compliance
Ensure full compliance with Singapore employment laws, MOM regulations, and company policies.
Maintain and update HR records, including work pass applications, renewals, and cancellations.
Prepare and submit mandatory reports (e.g., salary surveys, government claims).
Conduct audits to ensure adherence to labour laws and internal policies.- Talent Acquisition & Workforce Planning
Support recruitment efforts, including job postings, interviews, and onboarding.
Manage work pass applications (Employment Pass, S Pass, Work Permit) and ensure proper documentation.
Monitor foreign worker quotas and ensure compliance with MOM requirements.- Employee Relations & Engagement
Serve as a point of contact for HR-related inquiries and grievance handling from stakeholders.
Facilitate employee engagement initiatives and performance management processes.
Conduct exit interviews and offboarding procedures.- Policy Development & HR Projects
Assist in reviewing and updating HR policies and procedures.
Participate in HR digitalization and process improvement projects.
Support training and development programs as needed.
Qualifications & Requirements
Education: Diploma or Bachelor’s degree in Human Resources, Business Administration, or related field.Experience: Minimum 5 years of HR experience, with at least 2 years in a supervisory role.
Technical Skills:
Proficient in payroll software (e.g., SAP, HRIS) and MS Office.
In-depth knowledge of Singapore labour laws, CPF, IRAS, MOM work pass regulations, and foreign worker levy management.
Soft Skills:
Strong analytical and problem-solving abilities.
Excellent communication and interpersonal skills.
High level of discretion and confidentiality.
