Contracts / Senior Contracts Manager

Job Summary

We would like to employ a stand-alone Contracts Manager who has the following talents and exposures in Singapore Construction Industry:

• Lead the Construction Tender Process
• Lead the Construction Awards Contracts Administration
• Deep insight and exposure in HDB, PUB, LTA, MOM, NEA, in public sector construction, as well as buildings and infrastructures in the private sectors
• Lead a team of 3 Quantity Surveyors or more when required

Key Responsibilities

• Breakdown to quantities
• Pricing of quantities
• Enabling contractors to quote with detail Request for Quotations and Proposal
• Submit Proposal to Tender Request, with reviews from M/s Longxiang Tender Board

• Drafting, reviewing, and negotiating contracts to ensure they meet project requirements and legal standards. This includes addressing project scope, timelines, costs, and compliance needs

• Ensuring that all contracts comply with legal, financial, and safety regulations to mitigate risks and avoid potential disputes

• Identifying and resolving potential contract conflicts before they escalate, thereby protecting the interests of the organization

• Managing budgets and payment schedules, monitoring cost variances, and ensuring that projects remain financially viable

• Maintaining communication with contractors, suppliers, and project managers to ensure that all parties fulfill their contractual obligations and that the project runs smoothly

• Handling any contract related issues that arise during the project lifecycle and negotiating fair settlements when disputes occur

• Maintaining detailed records of contracts, amendments, and correspondence to ensure transparency and accountability throughout the contract lifecycle

• Overseeing the execution of contracts, tracking deadlines, deliverables, and milestones to ensure timely performance and adherence to project timelines

• Close out all documents for Final Accounts upstream and downstream, including warranties

• Diploma or Bachelor's Degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.
• Minimum of 10 years of progressive construction management experience and tendering, with at least 8 years in a senior leadership role.
• Proven experience managing complex mid-to-large scale commercial or residential building projects.
• Excellent understanding of commercial risk, contract negotiation, and legal implications in construction contracts.
• Strong organizational skills including attention to detail and methodical approach to work
• Strong knowledge of construction methods, materials, scheduling, and financial management.
• Excellent written, communication, negotiation, and leadership skills.
• Proficient and competent in MS Office applications, particularly in Excel, and project management software.
