Job Summary
The Manager/ Senior Manager, Training and Quality supports the development and management of training programmes that strengthen delivery quality and operational efficiency across MENDAKI Achievement Programme (MAP) and other academic programmes.The role supports the department in translating programme needs into practical training plans, implementation support, and continuous improvement.
The jobholder coordinates programme operations and tracks operational and performance outcomes through OKRs, dashboards and regular reporting. The role maintains up-to-date programme data and analytics to generate insights, support decision-making, and identify actions to improve delivery standards and learner outcomes.
Key Responsibility Areas
Training Programme Development & Management- Identify capability gaps and training needs for MAP coaches (e.g., classroom delivery, learner engagement, lesson facilitation and classroom management) based on programme requirements, feedback and delivery observations.
- Source and recommend appropriate training courses and providers to strengthen coaches’ capabilities; assess relevance, coverage and fit to MAP delivery needs.
- Coordinate training schedules, enrolment and communications for coaches; track attendance and completion, and maintain up-to-date training records.
- Review training effectiveness through feedback and post-training observations; consolidate insights to inform follow-up support and future course selection.
- Support the definition and maintenance of operational and performance outcomes measures for MAP and other programmes (aligned to OKRs where applicable).
- Track delivery performance and key outcomes using dashboards and periodic reviews; surface trends, risks and required actions.
- Prepare timely reporting for management review, including OKR progress updates, operational performance, and improvement recommendations.
- Coordinate follow-ups on agreed actions with relevant stakeholders (training, operations and vendors) to close performance gaps.
- Maintain accurate, up-to-date programme data (e.g., enrolment, attendance, coach deployment, delivery records and outcomes) to support reporting and decision-making.
- Develop and maintain dashboards and standard reports; improve data definitions, templates and processes to strengthen data quality.
- Perform basic analysis to identify operational bottlenecks, performance trends and improvement opportunities; support deep-dives when required.
- Maintain data governance practices (access control, versioning, documentation) for key reports, dashboards and datasets.
- Drive integration of operational systems (e.g., programme management, attendance/enrolment, reporting and learning/training records) to reduce duplication, improve data accuracy and strengthen end-to-end visibility.
- Review administrative workflows and identify opportunities for automation/standardisation (e.g., data capture, validation, report generation, scheduling and reminders) to enhance operational efficiency and timeliness.
- Define and maintain standard operating procedures (SOPs), data dictionaries and templates to ensure consistent practices across teams and vendors.
- Partner internal stakeholders (operations, programme leads, IT/data teams) and external vendors to align system requirements, coordinate enhancements, manage user testing and ensure smooth implementation of improvements.
- Monitor system/data performance through defined metrics (e.g., data completeness, error rates, turnaround time, user adoption) and implement continuous improvement actions to strengthen administrative reliability and analytical readiness.
- Ensure appropriate access control, audit readiness and data protection practices for systems and datasets used for programme administration and performance reporting.
Requirements
Education:
- Degree in Education, Training and Development/Learning & Development, Social Sciences, Business Administration, Data/Business Analytics, or other relevant fields.
- Understanding of Singapore’s education and youth landscape will be an advantage.
Experience:
- 3–6 years of relevant experience in programme operations or service delivery, preferably in education or community programmes.
- Experience coordinating training activities (e.g., identifying courses/providers, scheduling, enrolment, attendance/completion tracking and training records).
- Comfortable tracking operational and performance outcomes and preparing regular updates (e.g., OKR progress, dashboards and management reporting).
- Experience maintaining up-to-date programme data and producing basic analysis to surface trends and improvement opportunities (e.g., Excel-based reporting).
- Good coordination and communication skills to work with internal teams and external training providers/service partners.
