Job Description| HSE Manager (Contract) | Construction Site| EPC project
Role’s key objective:
The Manager of HSE will be responsible for overseeing all aspects of safety and environmental compliance within company’s operating location.
Responsibilities:
- Provide ongoing and case-basis safety support to assigned power plants.
- Carry out safety audits at regular basis so as to provide quality advice to safety performance on the ground in place.
- Provide professional direction to internal and external project and plant Safety personnel, ESH Coordinators, and Plant Managers including platform companies where Company have made investment.
- Ensure uniform interpretation of site safety procedures at assigned facilities and throughout corporation.
- Communicate, broadcast and distribute new and changing industry safety-related information and safety alerts.
- Provide specialized safety support for new and transitioning plants or client consulting services, including site safety assessments and report preparation.
- Assess the safety performance of individual plants, “groups” of plants by both personal observation and by review of reports and evaluations. Based on these assessments, prepare and promulgate “Lessons Learned” and “Best Practices “as appropriate
- Review and comment on all facility safety-related incident and accident reports
- Report and track company safety statistics on a monthly basis including plant and corporate OSHA metrics.
- Support investigations and Root Cause Analysis of incidents
- Ongoing interaction with plant teams for routine Safety Conference Calls providing follow-up.
- Prepare and present fleet safety performance information for various corporate entities.
- Engage third party consultants as needed to support the business.
- Working together with crisis management for particular issues.
- Attend regular meetings on safety related, provide valuable comments if required and report the outcomes.
- Ensure compliance to corporate EHS policy, implement actions to drive compliance and improvements to maintain EHS Management Systems
- Review any statutory updates, identify relevant EHS requirements, prepare procedures towards achieving compliance to the new statutory requirement
- Lead and facilitate compliance, EHS internal audit/surveys
- Organize and lead regular EHS inspections, meetings and monitoring of corrective/preventive action
- Develop procedures, programme to maintain compliance
- Review new process and lead risk assessment relevant to the new process
- Responsible for corporate EHS reporting requirements
- Lead incident and accident investigation, follow up on effectiveness of implemented action
- Plan EHS training programme to increase safety awareness
- Coordinate and work together with all departments, clients and contractor/vendors to advise on all EHS related issues
- Promote zero accident culture in the company to strive group EHS KPI targets.
Requirements:
- Nationalities: Singaporeans will be given the 1st priority.
- Diploma or Bachelor Degree in Engineering or Health and safety related disciplines with minimum 11 years working experience in O&G Industry including holding a minimum of 6 years’ HSE Managerial role in Offshore, Onshore EPC projects.
- A progressive career history, with demonstrated increase in leadership and responsibility and 2-3 years of direct site level support
- Bilingual in English and Mandarin speaking candidate is required as the incumbent is required to communicate effectively with the Chinese| Mandarin speaking works force.
- Possess valid Taiwan’s MOM’s registered WSHO related Licenses
- Certified Fire Safety Manager (preferred)
- Possess class 3 driving license
- Must have working knowledge of federal, state and local laws and regulations across the country [Advantage]
- Must have an absolute commitment and passion for the Zero Injuries Philosophy, and the ability to integrate safety and operations.
- Strong interpersonal skills, with ability to work effectively with a broad range of individuals, from craft worker to senior management.
- Must be computer literate and proficient in Microsoft Office, Excel, PowerPoint, Google Suit, and email.
- Good knowledge and understanding of ISOs.
- Good planning and organizational skills for to prioritize day to day activities.
- Internal Auditing experience in ISO
- Proactive, team player with leadership skill, result-driven, time-management, project management
