Manager / Senior Manager, Corporate & Strategic Development

As a Manager / Senior Manager in the Corporate & Strategic Development (C&SD) Unit, you will play a pivotal role in shaping and driving enterprise-level strategies for the WSH Council (WSHC). Working closely with senior leadership, you will conceptualise, evaluate and steer strategic initiatives that strengthen WSHC’s impact across the national WSH ecosystem.

You will translate industry needs, national priorities and global WSH developments into actionable strategies and programmes that advance WSHC’s mission. This role requires strong strategic thinking, systems perspective, stakeholder engagement skills and the ability to navigate ambiguity while driving alignment and outcomes.

1. Strategic Development & Transformation

• Work closely with senior management to develop and refine WSHC’s medium- to long-term strategies, ensuring alignment with national WSH priorities and organisational goals.
• Identify strategic gaps, emerging risks and growth opportunities within the WSH landscape, both locally and internationally.
• Conceptualise, test and operationalise new nationwide programmes and initiatives that address systemic industry challenges.
• Support organisation-wide transformation initiatives, ensuring clear theory of change, measurable outcomes and sustainable impact.

1. Programme Review & Portfolio Optimisation

• Evaluate the relevance, effectiveness and impact of existing WSHC programmes using data analytics, stakeholder feedback and evidence-based methodologies.
• Conduct strategic reviews to recommend scaling, redesign, consolidation or sunsetting of initiatives.
• Develop performance metrics and dashboards to track strategic outcomes and inform leadership decision-making.

1. Data-Driven Strategy & Innovation

• Leverage data insights, behavioural science, design thinking and foresight methodologies to inform policy and programme design.
• Integrate quantitative and qualitative evidence to strengthen programme value propositions and resource allocation decisions.

1. Enterprise Alignment & Governance Support

• Work closely with WSHC departments and committees to synthesise and align departmental workplans with enterprise-level priorities.
• Ensure coherence across initiatives by identifying interdependencies, trade-offs and resource implications.
• Provide structured feedback loops to inform WSHC’s overall strategic plan and its alignment with broader WSH ecosystem partners, including the Tripartite Alliance Limited (TAL).
• Prepare high-quality papers, strategic briefs and presentations for senior management and Council discussions.

1. Stakeholder Engagement

• Build strong partnerships with internal divisions, industry stakeholders, government agencies and tripartite partners.
• Facilitate strategic conversations and workshops to co-create solutions and build consensus.

Job Requirements

Suitable candidates should possess the following experiences, skills and attributes:

• Tertiary Education in any discipline
• Minimum 3 years of relevant working experience
• Background in public policy, business strategy, economics, organisational development or related fields. Basic knowledge of using AI tools to support research and enhance work efficiency will be an advantage.
• Strong analytical and conceptual thinking skills, with the ability to synthesise complex information into clear strategic insights.
• Excellent written and verbal communication skills, including the ability to prepare senior-level presentations and policy papers.
• Strong stakeholder management and facilitation skills.
• Ability to work independently in a dynamic environment and manage multiple priorities.
