Title: Learning & Development Specialist (Service & Operations Management)

We are seeking a Learning & Development (L&D) Specialist to design, manage, and deliver impactful learning programmes in the areas of service delivery, compliance, and operations management. This role offers the opportunity to influence learning strategy and strengthen workforce capabilities across the public sector.

Key Responsibilities:

• Develop, design, and deliver learning interventions (face-to-face, virtual, or blended formats).
• Identify learning needs, design curriculum, and create engaging training content such as case studies, e-learning modules, and workshops.
• Partner with subject matter experts to co-create relevant and practical learning materials.
• Facilitate workshops and learning sessions confidently and effectively.
• Evaluate programme effectiveness and recommend enhancements.
• Support consultancy or learning-related projects to help agencies strengthen their people development efforts.

Requirements:

• Diploma or Degree in any discipline, preferably in Learning & Development, HRD, or related fields.
• Experience in instructional design, facilitation, or programme management preferred.
• Strong communication, analytical, and project management skills.
• Self-motivated, proactive, and able to manage multiple projects.
• Confident public speaker and effective team player.
• ACTA/ACLP certification will be an advantage.
