Assistant HR Operations Manager
Summary
The objective of this position is:- Act as the technical anchor and primary escalation point for regional HR workflows, ensuring seamless service delivery across all markets.
- Drive the modernisation and digitalisation of HR Operations by identifying bottlenecks and building scalable, standardised processes.
- Act as the trusted deputy to the Senior Manager, ensuring the continuous, smooth operation of the department through effective vendor governance, budget support, macro-level payroll oversight and overseeing operational integrity.
What you'll do
The holder of the position is mainly responsible for the following areas in coordination with his/her superior:- Workflow Governance and Regional Oversight: Oversee the daily flow of HR operations across the region. Monitor overall capacity of the team, ensure smooth cross-border alignments, and serve as the primary technical escalation point for complex matters and multi-jurisdictional issues.
- Payroll Governance & Macro-Auditing: Maintain quality of payroll by coordinating and validating monthly payroll cycles across multiple countries. Conduct macro-variance analysis, manage system-wide vendor issues, review payroll reports, and ensure timely submission to vendors and Finance.
- Financial and Budget Support: Partner with Senior Manager on annual budgeting and cost tracking. Manage staff cost projections, track vendor spend, and collaborate closely with Finance on monthly accruals and variance reporting.
- Manage HR Operations vendors, including payroll vendors, EOR vendors and other outsourced service partners, ensuring SLA performance, issue resolution and contract adherence.
- Audit Coordination & Operational Reporting: Act as the central lead for all internal and external HR operations and payroll audits, coordinating end-to-end data gathering and responses. Govern all HR operational reporting, ensuring accurate and timely delivery for management and stakeholders, whether generating these reports directly or coordinating the data extraction.
- Digital Transformation: Serve as the agile project lead for the ongoing “HR IT Ambition” Rollout. Partner with the key stakeholders to review, streamline and automate global processes, ensure new digital tools are seamlessly adapted and adopted by the team. Drive process improvements, digitalization and standardization and supporting HR initiatives such as case management tools, SuccessFactors Employee Central and TOM implementation.
- Process Optimisation & Standardisation: Champion a culture of continuous improvement. Identify manual bottlenecks in current operations (e.g. aligning workflows across the different countries) and drive structural, scalable changes to reduce the team’s administrative burden.
- Compliance & Risk Mitigation: Safeguard the business by ensuring all HR Operations processes comply with internal policies and local legal requirements through cross-functional team coordination. Maintain robust documentation controls, standard operating procedures (SOPs) and strict audit readiness.
- Deputy Duties & Strategic Partnership: Serve as the operational deputy for the Senior Manager. Collaborate with key stakeholders (HRBPs, C&B, Finance, Legal, IT, etc.) resolve systemic operational roadblocks, represent the department in global projects and ensure overall departmental continuity.
- Degree holder in Human Resources Management or related disciplines.
- 6-7 years of solid experience in HR operations, HR Shared Services, and/or Regional Payroll Management, and a strong focus on the APAC region (expertise in Singapore and Hong Kong preferred).
- Advanced capability in overseeing multi-jurisdictional payroll cycles. Highly skilled in macro-variance analysis, vendor governance, and acting as the central coordinator for rigorous HR compliance audits.
- Proven experience navigating and optimising HRIS platforms and/or HR ticketing/case management systems.
- Experience in leading or supporting HR transformation projects, digital rollouts or operational integrations. Must be comfortable navigating ambiguity and acting as an agile partner to teams.
- Strong analytical and process-mapping skills, and highly detail oriented. Has the ability to manage complex data and multiple priorities in a fast-paced environment.
- Experience supporting budgeting, manpower cost tracking and operational reporting is highly advantageous.
- Exceptional stakeholder management skills. Must possess the ability to coordinate cross-border workflows, drive accountability and mentor fellow team members without relying on formal, direct reporting lines.
- Highly independent, proactive and self-motivated, with the ability to work with minimal supervision.
- Highly agile and adaptable to change, and strives for continuous improvement.
- Proficiency in Google Workspace (Docs, Sheets, Slides, Drive) and Microsoft office.
