In community care, quality is reflected in how consistently services are coordinated around clients' needs, preferences and goals across the care journey. This role supports NTUC Health's commitment to safer, more reliable and more person-centred care by strengthening the systems for governance, learning, assurance and improvement.

As Assistant Manager, Quality Management, you will support NTUC Health's organisation-wide Quality Management function. Reporting to the Assistant Director / Senior Manager overseeing Quality Management, you will support the development of a integrated view of quality across business units and functions through the collection, analysis, reporting and follow-through of incidents, feedback, audits, service indicators and improvement opportunities.

In this role, you will work with various stakeholders across business units, including service, clinical and corporate teams, to support quality measurement, incident learning, assurance activities, regulatory readiness, quality improvement and culture-building efforts.

You will also contribute to quality-related governance platforms and workgroups through data preparation, reporting, coordination and action tracking, ensuring that quality discussions are supported by clear information, timely follow-up and stronger accountability.

You will need to:

  • Support organisation-wide quality monitoring and reporting, including quality indicators, incidents, feedback, audits, dashboards and trend analysis.
  • Support consistency in quality definitions, data collection and reporting practices across services.
  • Support engagement with MOH, AIC, sector partners and external stakeholders through coordination, preparation of materials, consolidation of inputs and follow-up on quality-related matters.
  • Support evidence reviews, benchmarking and sector scans to inform quality indicators, reports, learning materials and improvement initiatives.
  • Facilitate incident reviews and RCA processes by coordinating case information, engaging stakeholders, documenting findings and tracking agreed actions.
  • Support incident learning and follow-through by capturing learning points, identifying trends, and monitoring corrective and preventive actions to closure.
  • Support quality improvement, audit and assurance activities to strengthen client safety, service reliability, care experience, regulatory readiness and measurable improvement.
  • Support quality-related governance platforms and workgroups through data preparation, reporting, coordination, minutes and action tracking.
  • Develop practical tools, templates, guides and learning materials to support quality reporting, incident learning, RCA, improvement work, audit readiness and client safety.
  • Work with service, clinical and corporate teams to follow up on quality issues, improvement actions and cross-service learning opportunities.
  • Support quality culture-building efforts by encouraging openness in reporting, systems thinking, shared accountability, continuous improvement and learning across services.

Qualifications

You should have:

  • A degree in any discipline, with preferably 3 to 5 years of relevant experience.
  • Experience in healthcare, community care, quality management, operations, audit, service quality, risk management, process improvement, or healthcare administration, including quality reporting, incident follow-up, RCA coordination, audit and committee support, data analysis, and stakeholder coordination, will be advantageous.
