The Incoming Executive (Communities) will assist with the day-to-day operations and development of Voices of Singapore’s (VOS) Communities department, in particular the Starlight Programmes, a key pillar in VOS’s mission to foster community inclusion through music.

While working closely with the Assistant Manager (Communities), this role offers the opportunity to take ownership of programme execution, logistics, and engagement, while also supporting the broader Communities portfolio.

The Communities team at Voices of Singapore leads programmes that use music to build connection, inclusion, and social impact. Sitting at the heart of VOS’s mission beyond performance, the team designs and manages initiatives that serve seniors, individuals with special needs, caregivers, and diverse communities.

Through inclusive, non-auditioned programmes, the Communities team brings people together through the joy of singing - regardless of background or ability.

The ideal candidate is a people-focused and highly organised professional who believes in the power of the arts to connect lives. A passion for working with diverse communities and a knack for detailed planning will be essential to succeed in this role.

About VOS Starlight Programmes

The VOS Starlight Programmes are inclusive music initiatives for children and youth with special needs. Each programme provides a supportive, joyful space for musical growth and expression that celebrates music for everyone.

Programmes include:

  • Starlight Music-Making Programme: A caregiver-child programme that blends music, movement, and learning, guided by the Kodály approach to foster holistic development.
  • Starlight Voices: A performance-based choir that showcases the musical talents of children and youth with special needs, with past highlights including the President’s Star Charity and the National Day Parade.
  • Starlight Singers: A developmental choral programme that builds foundational singing skills and confidence, with opportunities for recitals and collaborations.

The Incoming Executive will ensure the smooth coordination of these programmes and help deepen their artistic and community impact.

This role sits within the Communities Department that manages other initiatives such as Let’s Sing, Silver Voices, Chorus of the People, and No Strings Attached. The ideal candidate should be adaptable and ready to step in across programmes when required.

Core Responsibilities

Programme & Operational Support
  • Manage the end-to-end operations of Starlight Programmes, ensuring rehearsals and sessions are well-organised, inclusive, and effectively run.
  • Handle all administrative duties such as rehearsal schedules, attendance tracking, database management, and member communications.
  • Coordinate venue bookings and rehearsal logistics, ensuring accessibility and suitability for all participants.
  • Liaise closely with programme assistants and volunteers, supporting strong collaboration and morale.
  • Work with the Artistic teams to shape the long-term development and impact of the programmes.
Community Engagement
  • Foster strong relationships with participants, caregivers, and volunteers of Starlight Programmes to build a supportive and inclusive environment.
  • Send timely and engaging updates, reminders, and announcements to the community.
  • Work with external partners, including community organisations and agencies, to enhance outreach and create lasting impact.
Partnerships
  • Working with VOS’ Development and Partnership team to identify collaboration opportunities for Starlight Programmes.
  • Ensure compliance with grant reporting and documentation requirements by working with the Grants and Development teams.
Programme Evaluation & Growth
  • Collect and analyse feedback from participants, families, and staff to evaluate the effectiveness of programmes.
  • Track participation trends and logistical feedback to suggest improvements.
  • Implement refinements that improve inclusivity, accessibility, and participant experience.
  • Support post-programme documentation and reporting with data, media, and written evaluations.
Event & General Support
  • Assist in planning and executing performances, showcases, and outreach events across all community programmes.
  • Work with the Communities and Artistic teams to ensure alignment with VOS’s artistic and community vision.
  • Contribute ideas and support for the development of new initiatives and programme growth.
  • Provide general administrative and on-ground support to other Communities Department projects when required.
  • Be able to support VOS at other key events / initiatives, e.g. festivals, concerts, and other work exigencies where required.
Desired Qualities & Qualifications
  • Excellent interpersonal and communication skills, with the ability to work effectively with diverse communities.
  • Must possess a high emotional quotient (EQ).
  • Strong multitasking and time management skills; able to manage multiple projects concurrently.
  • Detail-oriented, reliable, and able to respond flexibly to changing needs.
  • Comfortable with both behind-the-scenes work and physical setup (e.g. for rehearsals or events).
  • Must be a collaborative team player
  • Passion for music, especially choral singing, and commitment to accessible community arts.
  • Experience in arts administration, education, social work, or event planning is preferred.
  • Proficient in Google Workspace (Docs, Sheets, Drive), Excel, and basic digital tools for planning and communication.
