Our client is a Japanese trust bank with a global presence through a worldwide network of branches and subsidiaries in Asia, Europe, and the United States. They are looking for a Senior Manager/ Chief Manager - IT Dept (Japanese Speaking).

The incumbent will manage the overall IT operational environment (the network System, Development, and IT Security) and be responsible for making sure all of the Technology policies and procedures are being complied with, regulated and implemented.

1. Network Infrastructure

• Supervise daily monitoring of LAN, WAN and firewall environment, including problem isolation and resolution, performance troubleshooting and incident management related issues during and outside business hours
• Monitor network activity trends, maintain diagrams and network segmentation support of switches and routers, IDS/IPS and firewalls
• Liaise with Head Office IT teams, to manage, initiate and support existing and future systems, standards and directives
• Lead and manage the branch project planning or/and HO project planning, negotiation, and

• Manage inventory of all branch IT assets and network hardware and software refreshes.

1. IT Development

• Manage and guide the dev team to manage the EUC dev project and schedule.
• Support communication of the developer and the business unit.
• Monitor the DB system running & performance, and maintenance.
• Authorise the change management process to maintain/ revise the EUC program
• Manage to refresh the license of the programming tool.

1. IT Security

• Manage to comply with technology regulations in a timely manner.
• Analyse and maintain the IT risk management under the technology risk framework.
• Consult the business unit to assess system risk on business operations.
• Lead the infrastructure team to manage vulnerability control of the entire network system & diagram.
• Manage & lead the Cyber Security Control and training, responsible for the integrity and security of the branch network and data security.
• Any other ad-hoc assignment as required

【 Requirements & Preferences 】

• A minimum of a Degree in any IT-related discipline
• At least 10 years of experience in Infrastructure and System Security Management, including managerial responsibilities; experience in the banking sector or a similarly regulated industry is preferred
• Proficiency in both spoken and written Japanese (JLPT N1) is essential for effective communication with stakeholders at the Japan Head Office
• Strong knowledge and hands-on experience in IT Risk Management frameworks; prior experience in a regulated industry such as banking is preferred
• In-depth technical knowledge of networks, PCs, and platform operating systems
• Proven management skills and experience in leading IT projects
