Job Description

The Programme Office (PO) Deputy Director will lead the Nuclear Safety Research Programme (NSRP) and support the Singapore Nuclear Research and Safety Institute (SNRSI) in its role as Singapore's national coordinator and integrator of nuclear fission-related research.
The role leads a national-level programme office responsible for shaping, funding, steering and integrating Singapore's nuclear safety research portfolio in support of national nuclear preparedness. The research budget managed by the role is in the S$100-200M range.

The incumbent exercises significant judgement in identifying capability gaps, commissioning targeted research, reallocating or terminating programmes, and synthesising technical evidence into decision-useful advice for senior government stakeholders.

Key Responsibilities
  • Provide overall leadership of the NSRP Programme Office, overseeing nuclear safety and nuclear energy research activities funded under NSRP.
  • Plan, shape, and prioritise research programmes in alignment with national nuclear objectives, capability gaps, and strategic directions.
  • Design, manage, and allocate funding through directed research calls or targeted funding mechanisms to address identified national priorities.
  • Coordinate research programmes, projects, and stakeholders across universities, research institutes, statutory boards, and partner organisations.
  • Integrate and synthesise research outputs across technical and policy domains into cross‑disciplinary assessments and clear, policy‑relevant insights for senior leadership and government stakeholders.
  • Ensure NSRP research collectively informs national nuclear strategy, readiness pathways, and alignment with international best practices
  • Deputy Director has authority to approve, redirect, suspend or terminate funded projects, and oversee reporting that emphasises strategic implications in addition to project delivery.
Qualifications
  • Advanced degree in Engineering, Science, Public Policy, or a related discipline.
  • Experience in technology strategy and planning, programme or portfolio management within nuclear, safety‑critical systems, or large‑scale research programmes.
  • Demonstrated ability to synthesise complex technical information and communicate effectively with senior policy stakeholders.
  • Strong leadership, coordination, and stakeholder management skills.
  • Familiarity with Singapore research ecosystem, and international nuclear safety or governance frameworks is an advantage.
