The Federation of Merchants’ Associations, Singapore (FMAS) is the national trade association representing heartland merchant & hawker associations as well as individual merchants and hawkers across Singapore. We work closely with government agencies, industry partners, and community stakeholders to strengthen businesses, uplift capabilities, and drive transformation across Singapore’s heartlands.
FMAS also oversees key initiatives and entities, including the Hawkers’ Division and Heartland Enterprise Centre Singapore (HECS), a subsidiary focused on enterprise development and placemaking.
Finance & HR Manager (Corporate Functions)
(Title and remuneration commensurate with experience)
Role Purpose
The Finance & HR Manager is part of FMAS’s central corporate functions team, supporting Finance and Human Resource operations across the organisation, including:
- FMAS
- FMAS Hawkers’ Division
- HECS (subsidiary)
This role will work closely with and support the Senior Finance & HR Manager, ensuring strong execution, consistency, and compliance with FMAS’s governance frameworks.
The position requires a hands-on and detail-oriented operator who can support day-to-day operations while contributing to strong financial discipline, HR rigour, and organisational governance.
Key Responsibilities- Finance Operations & Reporting
- Support full-set accounting functions across FMAS and related entities
- Manage Accounts Payable/Receivable, payroll processing, claims, and reconciliations
- Assist in preparation of monthly management accounts and financial reports
- Support budget tracking and expenditure monitoring across projects and divisions
- Ensure proper documentation and maintenance of financial records
- Governance, Compliance & Audit Support
- Ensure adherence to FMAS financial policies, SOPs, and governance frameworks
- Support audit processes, including documentation and audit readiness
- Assist in ensuring compliance with statutory and regulatory requirements
- Liaise with external parties such as auditors, tax agents, and corporate secretaries where required
- Human Resource Operations
- Support recruitment, onboarding, and offboarding processes
- Administer payroll, CPF/AIS submissions, leave tracking, and staff records
- Handle day-to-day HR queries and basic employee relations matters
- Support performance management processes and staff development initiatives
- Assist in maintaining and updating HR policies and the Employee Handbook
- Corporate Functions & Process Support
- Support the implementation of standardised processes across Finance and HR functions
- Maintain proper documentation and ensure adherence to internal controls
- Contribute to strengthening organisational discipline in corporate functions
- Administrative & Office Support
- Support procurement processes and vendor coordination
- Assist in office administration and operational matters
- Ensure administrative processes are efficient and properly documented
Reporting Line
Reports to: FMAS Executive DirectorSupport: Senior Finance & HR Manager
Requirements
Core Attributes- Strong sense of ownership, responsibility, and attention to detail
Organised and disciplined, with the ability to manage multiple priorities
Comfortable working in a lean, structured, and evolving environment- Positive attitude and willingness to learn and grow
- Diploma or Degree in Finance, Accounting, Business, HR, or related discipline
- 3–5 years of relevant experience in finance and/or HR operations
- Familiarity with accounting systems (e.g. AutoCount or equivalent)
- Basic understanding of audit and governance processes
- Experience in non-profit, TAC, or public-sector-linked environments is an advantage
- Be part of a central corporate function driving governance and discipline across FMAS
- Gain exposure across multiple entities, programmes, and national-level initiatives
