Senior Manager / Manager, Estate & Facilities Management
You will lead the strategic oversight, governance and performance management of estate and facilities functions across HeritageSG sites, including Children's Museum Singapore (CMSG), Changi Chapel & Museum (CCM), Reflections at Bukit Chandu (RBC) and ArCH Square.
As the contract owner for the Integrated Facilities Management (IFM) contract, you are accountable for ensuring outsourced service providers deliver safe, compliant, reliable and cost-effective facilities services that support museum operations, visitor experience, collections care, exhibitions and organisational outcomes.This role focuses on governance, risk management, regulatory compliance and long-term estate planning across multiple sites.
Key Responsibilities- Estate & Facilities Governance
- Develop and implement estate and facilities management strategies, policies and standards across all sites.
- Provide oversight to ensure infrastructure, building systems and facilities services remain resilient, compliant and fit for purpose.
- Establish and monitor service standards, KPIs and performance metrics for facilities operations.
- Identify risks, gaps and improvement opportunities to support organisational growth and operational readiness.
- Integrated Facilities Management (IFM) Contract Management
- Serve as the contract owner and accountable authority for the IFM contract.
- Provide independent oversight of and assurance of contractor performance against contractual, regulatory and organisational requirements.
- Conduct performance reviews, audits and service improvement initiatives to ensure value for money outcomes.
- Lead procurement strategies, contract renewals and specification reviews.
- Security, Safety & Regulatory Compliance
- Oversee governance of security, workplace safety and fire safety across all sites.
- Ensure compliance with statutory requirements, including WSH, SCDF, BCA and other statutory obligations.
- Strengthen risk assessments, emergency procedures and operational controls.
- Coordinate security and safety requirements for exhibitions and high-profile visits.
- Serve as primary liaison with regulatory agencies on estate-related matters.
- Business Continuity & Risk Management
- Lead the development and review of Business Continuity Plans (BCP) and crisis management frameworks.
- Ensure operational resilience measures are established to minimise disruption.
- Coordinate emergency preparedness exercises and incident management frameworks.
- Support organisational crisis management as the estate and facilities lead.
- Sustainability & Asset Management
- Drive sustainability and environmental performance initiatives across facilities operations.
- Oversee utilities management, Green Mark requirements and resource optimisation.
- Develop long-term asset lifecycle, maintenance and replacement strategies.
- Align estate planning with evolving exhibition, programme and operational needs.
- Estate Projects & Financial Management
- Provide leadership oversight for estate-related projects (upgrading, refurbishment, infrastructure works).
- Ensure effective governance of budgets, timelines, risks and procurement processes.
- Approve financial commitments and ensure strong financial controls over contract expenditure.
- Drive value-for-money outcomes and financial stewardship across estate operations.
- Stakeholder & Team Management
- Partner internal stakeholders within HSG to support museum operations.
- Build strong relationships with contractors, consultants, landlords and government agencies.
- Lead and develop estate and facilities personnel, fostering accountability and continuous improvement.
- Degree in Facilities Management, Estate Management, Engineering or a related discipline.
- Preferably 8 years of relevant experience in managing outsourced IFM contracts in a multi-site environment estate.
- Proven experience in contract governance, vendor performance management and facilities oversight.
- Strong knowledge of Singapore regulatory frameworks (WSH, fire safety, BCA compliance).
- Experience in procurement, financial governance and project oversight.
- Strong stakeholder management, project management and leadership skills.
- Ability to operate both strategic and governance levels while managing organisational risks.
- Strong writing and documentation skills required.
