Yishun - Contract Manager

• Overall in charge of the contracts and cost control for the specific project
• Responsible for the contract management, cost control, claim/variation submissions and final settlement.
• Handle specialist subcontracts award and subcontract management
• Report to Project Manager and advise him on project controls and participate in the project meetings
• Establish the claim requirement, documentation and substantiation for measurement and cost plus items to the Client, working closely with all stakeholders include procurement teams to support timely claim.
• Set up project control procedures in compliance with client and company requirements
• Lead a team of contract engineers/ QS for subcontracting, measurement and claims to the customer
• Attend planning workshops as required and establish proper recognition of invoicing milestones against the planning progress, and overall project cashflow management
• Drive and attend to cost control meetings with Client and handle any disputes on the monthly claim
• Prepare and review monthly project costing report to ensure that project expenditures are within budget and in compliance with the contractual specifications
• Handle various project costing reporting, payment forecast, cashflow to Client and Corporate
• Manage the billing and payment follow up process and monitors project milestone/ progress to ensure timely milestones/ progressive payments in accordance to the contract conditions
• Manage and deliver risk management and monthly dashboard reporting
• Handle joint accounts with business partners and ensure timely reporting, reconciliation, as well as tax and reporting matters for the joint accounts.
• Finalise project final accounts with customer, settlement with subcontractors and close out.
• Maintain project cost for benchmarking and handle tenders as assigned

• Degree or Diploma, City & Guild in Shipbuilding, Engineering or equivalent certification or GCE ‘O’ Level with relevant working experience
• 4 years’ working experience as estimators in a similar capacity
• Resourceful, cool-minded, excellent leadership and be able to work under stressful conditions
• Knowledge of cost estimates in marine industry, market structure, market changes, subcontractors’ and suppliers’ capabilities and prices
• Willing to work late on weekdays, weekends and public holidays should there be urgent tender deadlines to meet
• Willing to travel go overseas to inspect vessel/negotiate tender when necessary
• Need to be technically sound in marine industry work, know the market rate and have negotiation skills
