Job Summary

Greensafe International Pte Ltd seeks a Technical Officer to supervise government infrastructure construction sites, ensuring compliance with drawings, quality standards, contract terms, and WSH regulations while coordinating with stakeholders to monitor progress and resolve issues.

Responsibilities
  • Conduct daily site supervision and inspections to verify construction adherence to approved drawings, specifications, contract terms, statutory regulations, and authority requirements
  • Review and provide detailed feedback on contractors’ submissions including shop drawings, material samples, product data, method statements, mock-ups, and technical documents
  • Identify discrepancies, non-conformances, design issues, and construction problems; coordinate with Contract Administrator and consultants to resolve them promptly
  • Monitor construction progress to ensure timely completion according to the approved programme
  • Inspect and verify materials, finishes, equipment, and workmanship before installation to ensure quality compliance
  • Witness site inspections, testing, mock-ups, commissioning, and handover activities to confirm standards are met
  • Monitor contractors’ compliance with Workplace Safety and Health (WSH) requirements and relevant statutory regulations
  • Maintain accurate and comprehensive site records, including inspection reports, progress reports, site diaries, photographic evidence, and documentation
  • Coordinate effectively with contractors, consultants, Qualified Persons (QP), and authorities to facilitate smooth project execution
  • Participate actively in site, coordination, technical, safety, and progress meetings as required by the Contract Administrator
  • Report delays, quality concerns, safety issues, and contractual matters promptly to the Contract Administrator
  • Perform additional duties assigned by the Contract Administrator related to the project
Required competencies and certifications
  • Diploma or Degree in Civil Engineering, Building, Construction Management, Architecture, or related discipline
  • Minimum 3 years of relevant experience in construction site supervision or infrastructure projects
Preferred competencies and qualifications
  • Registration as a Technical Officer with the Institution of Engineers Singapore (IES) or Association of Consulting Engineers Singapore (ACES)
  • Proficiency in interpreting engineering drawings, technical specifications, and contract documents
  • Strong communication, coordination, report writing, and problem-solving skills demonstrated through project interactions
  • Proficiency in Microsoft Office applications
  • Self-motivated and responsible with the ability to work independently with minimal supervision
