Job Title: Resident Technical Officer (RTO) – Civil Engineer
Job Summary:
The Resident Technical Officer (RTO) – Civil is responsible for site supervision, ensuring that all civil and structural works comply with the approved drawings, specifications, and regulatory requirements. The RTO plays a critical role in quality assurance, construction safety, and progress monitoring.
Key Responsibilities:
- Supervise and inspect civil and structural works to ensure compliance with approved plans, specifications, and authority requirements.
- Monitor construction progress and workmanship on-site.
- Identify and report any discrepancies or non-conformances to the project management team.
- Witness site and material testing and ensure compliance with quality standards.
- Maintain accurate and detailed site records, including inspection checklists, reports, and photographic evidence.
- Assist in the coordination with contractors, consultants, and relevant authorities.
- Ensure that all work on-site is carried out safely and in compliance with statutory safety requirements.
- Attend site meetings and prepare daily site reports.
- Ensure the quality and safety of works.
- Verify and review method statements, risk assessments, and work procedures submitted by contractors.
- Ensure that corrective actions are taken for any defects or quality issues.
- Ensure adherence to project timeline and escalate potential delays.
Requirements:
- Diploma in Civil Engineering or equivalent recognized by BCA.
- Minimum 3 years of relevant site supervision experience in civil and structural works.
- Registered with BCA as Resident Technical Officer (RTO) – Civil.
- Familiar with local codes, regulations, and construction standards (e.g., BCA, PUB, LTA, etc.).
- Strong understanding of construction drawings, specifications, and methodologies.
- Good communication, coordination, and reporting skills.
- Proficient in MS Office and construction documentation.
- Able to work independently and under pressure.
Preferred Qualifications:
- Experience with large-scale infrastructure or building projects.
- Knowledge of BIM and digital site tools is an advantage.
- MOM Safety Supervisor (SSS) certification is a plus.
