Safety Coordinator (Construction)

Job Scope

The Safety Coordinator is responsible for overseeing workplace safety and health (WSH) compliance on landed house construction projects (terrace, semi-detached, and bungalow). Key duties include daily site inspections, enforcement of WSH regulations, and management of SEC(K), Multi-Skill, and CoreTrade documentation for foreign workers.

• Conduct daily safety inspections of landed property construction sites, including scaffolding, excavations, rebar installation, concreting, and roofing works.
• Verify that all foreign workers possess a valid SEC(K) certificate before deployment; maintain and update the SEC(K) register for MOM and BCA audits.
• Administer the Permit-to-Work (PTW) system for high-risk activities: working at height (roofing and scaffolding), confined space entry (lift pits and crawl spaces), hot work (welding and grinding), and lifting operations (small cranes and hoists).
• Lead daily toolbox meetings adapted to landed house hazards, such as falling tools, narrow staircases, and public interaction with neighbouring properties.
• Investigate all accidents, near misses, and dangerous occurrences; prepare root cause analysis reports and recommend corrective actions.
• Maintain complete safety documentation, including Risk Assessments (RA), Safe Work Procedures (SWP), PTW logs, inspection checklists, training records, and incident reports.
• Liaise with site supervisors, subcontractors (tiling, roofing, M&E), and homeowners to ensure safety without compromising project progress.
• Issue stop-work orders for any unsafe activity and enforce corrective measures immediately.
• Conduct emergency response drills appropriate for landed house sites, including fire evacuation, first aid response, and rescue from height.
• Prepare weekly safety summary reports for the Project Manager and monthly safety statistics for head office.
• Perform other ad-hoc safety duties as assigned by the WSH Officer or Project Manager.

Requirements

Mandatory Certifications:

• Valid Safety Coordinator Training Course (SCTC) certificate – OR – Advanced Certificate in Workplace Safety and Health (Level B) from an MOM/BCA-approved training provider.
• Work at Height Course for Assessors (WAH Assessor).
• Valid First Aid + CPR certification.

Preferred Certifications (Good to Have – Adds Advantage):

• Confined Space Safety Assessor
• Lifting Supervisor Safety Course
• Fire Safety Manager (residential construction)
• NEBOSH, IOSH, or ISO 45001 internal auditor

Experience and Education:

• Minimum 2 years of experience as a Safety Coordinator on Singapore landed house or residential construction projects (bungalow, terrace, semi-detached). Experience with small-scale, multi-subcontractor sites is essential.
• Diploma or Bachelor's degree in Workplace Safety & Health, Environmental Science, Engineering, or a related field. Diploma holders with strong site experience will be considered.

Knowledge and Skills:

• Strong working knowledge of the WSH Act, CP 79, SS 506, and MOM/BCA regulations applicable to landed housing construction.
• Proficiency in Microsoft Office (Word, Excel, PowerPoint) for reporting and documentation.
• Excellent communication and interpersonal skills; ability to train workers from diverse nationalities
• Walk multiple landed house sites (potentially scattered across a neighborhood), climb ladders and scaffolding, and wear full personal protective equipment (PPE).
