Job Description:
- Oversee and manage all Environmental, Health & Safety (EHS) activities for semiconductor construction projects, ensuring compliance with company, client, and regulatory requirements.
- Develop, implement, and maintain project EHS management systems, policies, procedures, and safety programs in accordance with ISO 14001, ISO 45001, and Singapore WSH regulations.
- Manage and monitor all site safety activities, including high-risk works such as lifting operations, work at height (WAH), confined space, hot works, electrical works, LOTO, and SIMOPS activities.
- Ensure compliance with semiconductor fab and cleanroom EHS requirements, client safety protocols, and project specifications.
- Conduct regular site inspections, audits, and management walkthroughs to identify unsafe conditions and ensure corrective actions are properly implemented.
- Lead incident investigations, root cause analysis, and follow-up corrective and preventive actions (CAPA) for accidents, near misses, and unsafe acts or conditions.
- Review and approve risk assessments (RA), safe work procedures (SWP), method statements, lifting plans, and permit-to-work (PTW) systems prior to work execution.
- Coordinate with project managers, engineers, subcontractors, and client representatives to ensure effective implementation of EHS requirements across all project phases.
- Monitor subcontractor safety performance and ensure compliance with site safety standards and regulatory requirements.
- Organise and oversee toolbox meetings, safety briefings, emergency drills, and EHS training programs to promote a strong safety culture.
- Ensure all statutory certifications, licences, permits, and EHS documentation are valid, updated, and properly maintained.
- Prepare EHS reports, statistics, audit findings, and management presentations for internal and client review.
- Support client audits, regulatory inspections, and external certification audits related to EHS compliance.
- Drive continuous improvement initiatives to enhance workplace safety, environmental performance, and operational compliance.
- Perform any other ad-hoc duties as assigned by management.
Requirements:
- Degree in Environmental, Health & Safety, Engineering, or related discipline.
- Minimum 8–10 years of relevant EHS experience in construction or high-tech industrial projects, preferably in the semiconductor industry.
- Registered WSH Officer / WSH Manager with MOM is preferred.
- Possession of NEA Environmental Control Officer (ECO) certification will be an added advantage.
- Strong experience managing EHS activities in semiconductor fabs, cleanroom environments, pharmaceutical plants, or data centre projects.
- Familiar with high-risk construction activities including WAH, lifting operations, confined space, electrical safety, LOTO, hot works, and SIMOPS.
- Strong knowledge of Singapore WSH regulations, ISO 14001, ISO 45001, and client EHS standards.
- Experience in handling client audits, incident investigations, and regulatory inspections.
- Good leadership, communication, coordination, and stakeholder management skills.
- Able to work in a fast-paced project environment with strong commitment to safety excellence and site safety compliance.
- Able to support extended hours, night shifts, weekends, and public holiday work based on project requirements.
