An exciting opportunity to join an expanding Shipping company that specialises in the transport of Liquified Natural Gas (LNG) globally.

The position will be stationed in Hong Kong.

Responsibilities

Initial role (induction): New incumbents will be provided a training plan such that the incumbent can become familiar with LNG vessel operations in all respects. Such training plan includes exposure to riding vessels, attending dry-dock repair periods, and day-to-day experiences in LNG fleet operation.

Pre-delivery: The Marine Superintendent will be responsible for ensuring the ship/shore compatibility among newly built LNG vessels, the loading terminal and the applicable discharge terminals located in China or others nominated terminal. This position will liaise closely with the shipyard oversight team to ensure that LNG (charterer) and LNG seller are apprised of all custody transfer and compatibility issues, inspection dates, trail dates and will ensure that any custody transfer certification is distributed and accepted among all interested parties.

Primary role: Ensures the safe navigation, mooring, cargo and ballast handling of the ships under management. Prepares responses for the commercial team and charterers to ensure ships are compatible for the ports and terminals planned. Monitors and prepares reports on the vessels' performance against the prevailing time charter contract(s).

Reports to: Marine Manager

Level of authority: Stand-in for the Marine Manager when required. Financial authority governed by a board-approved table of financial authority (TOFA).

Responsible for: LNG vessel's operational compliance with safe cargo handling, safe access and egress to ports, flag and classification society approval and continuous improvement of LNG fleet operations.

Appraises: Masters and when requested by the Technical Department, Chief Engineers. Prepares development plans for newly appointed Masters, this will typically occur when an incumbent's CV does not exactly match the position's job description and / or as requested by Fleet Manning Manager.

Detailed Description:

  • Manage
  • In liaison with the Master, the day to day operational activities of assigned vessels
  • Preparation of detailed compatibility and terminal interface studies to include mooring analysis and risk assessments prior to calling at a new LNG terminal
  • Oversee
  • In liaison with the Fleet Manning Superintendent, the assignment and development of Masters and Chief Officers
  • Implementation of flag state legislation, instructions and safety programs
  • Implementation of flag state circulars and port state notices
  • Implementation of safe navigational and mooring practices and standards
  • Implementation of safe cargo / ballast transfer practices, performance and standards
  • Vessel performance during ship inspections conducted by Company personnel, OCIMF SIRE, charterers, flag, protection and indemnity (P&I) club & other interested third parties
  • Vessel performance against their charter party and benchmarking metrics (KPI’s) as required
  • Cargo letters of indemnity, terminal or tugs, compliance with conditions of use (CoU) and other cargo / voyage documentation
  • Coordinate
  • The appointment of internal, independent and external marine auditors
  • Hull and machinery (H&M) and protection and indemnity (P&I) (non crewing) insurance claims in accordance with charterer's owners' requirements and oversee the maintenance of such insurance cover
  • Flag and charterer / 3rd party inspections of managed vessels
  • Arrange and respond to

  • Relevant occurrences in the occurrence management system
  • Review

  • Post dry docking / repairs cargo containment system preparation for first loading after dry-dock
  • Navigational passage plans
  • Attend
  • Weekly meetings
  • Company vessels, completes ship visit reports
  • Owners, industry forums and seminars as requested
  • LNG terminals when necessary
  • Attend delivery of new vessels from shipyard and support Technical Superintendent during this period
  • Monitor
  • Daily movement and correspondence related to the vessel
  • Develops safety awareness program’s
  • Suggest helps develop and monitors / implements performance metrics such as key performance indicators (KPIs)
  • Propose welfare incentive bonus when inspection performance meets Company expectations / criteria
  • Conduct
  • Briefing / de-briefing and appraises Masters and other senior deck officers
  • Interviews of senior deck candidates for promotion or new hires for the fleet
  • Provide support in all aspects of ship operation including the arrangements for maintenance, spares procurement, and arranging surveys
  • Assist in preparing budgets
  • A member of the emergency response team

Qualifications and Experience
  • Master Mariner qualification. (Bachelor degree desirable - not essential)
  • 10+ years sea going experience carrying hydrocarbons with at least one year LNG / LPG sea-going experience
  • 5+ years in role with relevant industry experience
  • 3+ years in similar role
  • Tanker management self assessment (TMSA)
  • Shipping industry regulatory authorities
  • LNG / hydrocarbon handling background
  • Cargo tank management
  • Maritime law
  • Understanding of LNG supply chain, ship management/operation
  • Knowledge of ShipNet - PAL software (desirable)
