The WSHC cum FSM will support the implementation and maintenance of workplace safety & health (WSH), and fire safety management requirements across the company’s managed facilities. The role will assist in ensuring compliance with WSH regulations, company safety standards, SCDF fire safety requirements, and applicable statutory obligations.
FSM duties shall apply only when the employee is formally appointed and deployed as the registered FSM for the assigned premises.
Workplace Safety & Health (WSH) Duties- Conduct regular site safety inspections to monitor compliance with WSH regulations, statutory requirements, and company standards.
- Conduct Permit-to-Work (PTW) verification to ensure that approved works are carried out in accordance with required safety controls.
- Conduct hazard identification and risk assessments and follow up on the implementation of required control measures.
- Identify unsafe acts and unsafe conditions and intervene where necessary.
- Coordinate and support safety orientation, toolbox briefings, and safety training programmes for employees and contractors.
- Assist in the implementation and maintenance of WSH policies, procedures, and safe work practices.
- Assist in workplace incident, accident, and near-miss investigations, including recommending corrective and preventive actions.
- Support workplace emergency preparedness activities, drills, and response procedures.
- Support internal audits, external audits, and regulatory inspections.
- Promote workplace safety culture, health, and wellness initiatives.
- Carry out any other ad-hoc WSH duties assigned by the superior.
- Conduct periodic fire safety inspections, observations, and compliance checks across assigned premises.
- Provide fire safety training and awareness programmes for staff, contractors, CERT members, and occupants, including practical training on fire extinguishers and hose reels where required.
- Provide fire safety advisory and technical guidance to site operations on fire prevention and emergency preparedness matters.
- Support investigation of fire-related incidents and recommend corrective or preventive improvements.
- Liaise and coordinate with clients, consultants, contractors, SCDF, Qualified Persons, and other relevant parties on fire safety compliance and statutory matters.
- Coordinate with site teams and fire protection contractors on maintenance, repair, replacement, and rectification works relating to fire alarm and fire protection systems.
- Maintain proper records relating to fire safety inspections, incidents, audits, drills, training, and corrective actions.
- Carry out the roles and responsibilities of a registered FSM in accordance with SCDF regulations and guidelines.
- Monitor the maintenance and operational readiness of fire protection systems through routine inspections and preventive maintenance arrangements.
- Identify fire safety hazards, assess risks, and follow up on fire safety findings and corrective actions.
- Prepare, review, and submit FSM reports, and ensure timely rectification of fire safety findings.
- Ensure that fire safety procedures, emergency response procedures, and operational requirements are properly implemented, reviewed, updated, and communicated to relevant stakeholders.
- Coordinate and conduct fire drills, emergency exercises, and table-top exercises, including evaluation of effectiveness and preparedness.
- Support inspections by relevant authorities and assist in internal or external fire safety audits.
- Possess WSQ Advanced Certificate in WSH (Level B) and a valid FSM certification with minimum 3 years of relevant working experience
- Diploma in Building Maintenance, Facilities Management, Civil/ Structual/ Mechanical/Electrical Engineering, Real Estate Management or related discipline will be an added advantage.
- Good knowledge of WSH regulations, SCDF fire safety requirements, fire protection systems and emergency response procedures. Basic understanding of fire safety engineering principles will be an advantage.
- Good communication, coordination, documentation and problem-solving skills.
- Able to work independently and coordinate with internal stakeholders, contractors, clients, consultants, and authorities.
