Project Manager/Deputy Project Manager - Geylang

Role and Responsibilities:
- Overall responsibility for managing the project team to meet or exceed customer contractual requirements.
- Report to the Project Director and manage the development, updating, and maintenance of the project plan and schedule.
- Manage project scope, monitor costs and forecasts, and maintain the project quality plan.
- Develop and update the project risk management plan and project team organization chart.
- Handle project communications and reporting.
- Oversee the complete application development lifecycle: requirements gathering, design, development, testing, integration, UAT, and rollout.
- Manage IT projects involving site preparation, hardware installation, and support.
- Lead a project team comprising Solution Architects, Technical Leads, Developers, Testers, and Support Engineers.
- Collaborate with Product Specialists, Technical Subject Matter Experts, and System Engineers as needed for specific project tasks.
- Work with the Sales Team to manage project procurement.
- Support pre-sales activities, including technical solution design, effort estimation, and timeline proposals.
Job Knowledge/Skills:
- Degree in Engineering (Computer/Telecommunication), Computer Science / Information Technology, or equivalent.
- At least 5 years of experience as a Project Manager in government-related projects. Candidates with less experience may apply for Deputy PM position.
- Knowledge and experience in:
- J2EE-based solutions for WebSphere/Weblogic Application Servers and Oracle/MSSQL Database Servers.
- .NET-based application development, including thick client C# applications
- Experience in deploying and supporting PC-based hardware and custom software across multiple sites in Singapore.
- Familiarity with site preparation, hardware delivery, and installation.
- Excellent interpersonal skills, with the ability to build relationships with customers, vendors, and colleagues.
- Strong written and verbal communication skills for project reporting and progress updates.
- A team player with strong leadership qualities.
- Project Management certifications such as CITPM, PMP, or Agile-related certifications (e.g., Certified Scrum Master) are advantageous.
- Self-motivated, result-oriented, organized, and able to work independently and prioritize tasks effectively.
- Ability to manage tight deadlines in complex customer environments.
