We have an immediate opening in a Human Resources Executive/Senior Executive/Assistant Manager in Ang Mo Kio Town Council. The Human Resources Executive/Senior Executive/Assistant Manager supports the effective management of human capital within the Town Council by administering HR policies, recruitment process, employee relations, performance management, and compliance with local employment regulations.The role contributes to the development and maintenance of a competent, motivated, and productive workforce that supports the Town Council’s service delivery objectives.
Responsibilities include, but are not limited to:
- Recruitment & Staffing
- Coordinate end-to-end recruitment processes, including working closely with the hiring managers on correct and timely placement of internal and external advertisements to manage sourcing, interviewing, and employment processes of line associates.
- Ensure recruitment practices comply with local employment regulations.
- Adherence to pre, during, and post-employment checklists.
- Maintain accurate and up-to-date manpower plans, employee personal files, HR database, employee records and documents.
- Employee Administration
- Manage employee records, contracts, confirmations, renewals, transfers, promotions, and exits.
- Administer leave, attendance, and payroll-related HR inputs.
- Conduct exit interviews and provide feedback on reasons for turnover.
- Policy & Compliance
- Assist in audits and inspections related to HR matters.
- Performance Management
- Coordinate performance appraisal exercises.
- Monitor probation confirmations and contract renewals.
- Support managers in managing employee performance issues.
- Employee Relations & Discipline
- Handle employee inquiries, grievances, and disciplinary matters in a fair and confidential manner.
- Assist in investigations and disciplinary proceedings in accordance with established procedures.
- Promote positive employee relations and workplace harmony.
- Training & Development
- Coordinate training programmes, workshops, and capacity-building initiatives.
- Maintain training records and evaluate training effectiveness.
- Support succession planning and talent development initiatives.
- Employee Welfare
- Initiate programmes for the purpose of building trust, camaraderie and creating a fun environment for the employees. (Eg. Contribute in committees to organize monthly staff events, annual Dinner & Dance and etc.)
- Other Duties
- Provide administrative support to HR and Senior Management meetings.
- Undertake any other duties as assigned by the Management.
What we need from you and the required skills:
- Minimum of a Diploma or equivalent in Human Resources, Business Management, or a related field.
- Minimum two (2) years of relevant Human Resources or Administrative experience.
- Proficient in Microsoft Office Applications.
- Well versed in Singapore Employment Act and relevant regulations.
- Well-rounded team player to build efficiency and foster a strong team environment.
- Demonstrated ability to interact with employees and third parties that reflects highly on the Council.
