Role Overview
The Business Development Director will lead regional growth initiatives focused on next-generation biometric identity and intelligent automation solutions for governments and critical infrastructure operators across ASEAN/APAC.
The role is responsible for securing large-scale public sector contracts involving biometric authentication, national ID systems, border control solutions, and digital identity platforms.
This position requires strong expertise in government procurement, large-scale system integration, and mission-critical deployments combining biometric technologies (fingerprint, facial, iris recognition) with robotics and automation for border control, smart cities, law enforcement and critical infrastructure.
Key Responsibilities- Develop and execute a regional government-focused growth strategy
- Identify and pursue national-scale opportunities including ID programs, smart border management systems, law enforcement solutions, and critical infrastructure
- Lead end-to-end government tender processes, RFP responses, consortium building, and contract negotiations
- Build strategic relationships with ministries, regulatory bodies, and government-linked entities
- Establish partnerships with system integrators, automation providers and infrastructure firms to strengthen competitive positioning
- Provide market, policy and regulatory intelligence to support market entry and compliance
- Drive regional revenue growth and long-term public sector account expansion
- 12+ years of business development experience in IT, biometrics or automation sector, with strong government sector exposure
- Proven track record of winning public sector or national-level projects
- Strong knowledge of digital identity frameworks, biometric standards, and government procurement regulations
- Experience managing multi-country or regional portfolios
- Established network within ministries, public agencies, and government-linked corporations
- Strong negotiation, stakeholder management, and consortium leadership capabilities
