Marine Superintendent (VLCC Crude OIl Tanker)

Role Summary:
The Marine Superintendent is responsible for ensuring the safe, efficient, and environmentally compliant operation of vessels under their charge. This includes oversight of voyage safety, cargo handling, crew management, and adherence to company (KLQSMS), flag state, and international regulatory requirements.
Key Responsibilities
Operational Safety and Compliance- Ensure the safe operation of vessels, cargo, and crew in accordance with company and statutory requirements.
- Enforce compliance with KLQSMS, ISM Code, SOLAS, MARPOL, STCW, MLC 2006, and other applicable regulations.
- Provide guidance to vessels on safe cargo handling and transport, considering charterer, port, and terminal requirements.
- Maintain emergency preparedness across the fleet and ensure vessel crews are fully trained in emergency response procedures (KLQSMS-Z-03).
- Conduct periodic vessel inspections and issue reports to ensure compliance with company standards.
- Support and monitor Flag State and Port State Control inspections, ensuring prompt rectification of any deficiencies.
- Coordinate and arrange OCIMF SIRE inspections as required by charterers.
- Review inspection observations and prepare Owner’s comments for submission to the OCIMF database.
- Facilitate charterer inspections and ensure corrective and preventive actions are implemented.
- Participate in audits, drills, and management reviews to promote a proactive safety culture.
- Work closely with the Crewing team and manning offices to ensure vessels are staffed with competent, matrix-compliant officers and ratings.
- Conduct interviews, appraisals, and recommend promotions for junior officers and ratings.
- Promote continuous crew development through training, mentoring, and performance feedback.
- Oversee deck and cargo machinery performance, coordinating with Technical Superintendents to rectify any defects.
- Support vessel operations during dry-docking, newbuilding deliveries, and major repairs to ensure compliance with HSSE and marine standards.
- Verify documentation and certification during newbuilding and takeover projects.
- Maintain and update marine-related manuals, drawings, and documentation.
- Liaise with Technical Superintendents and shore departments to ensure compliance with environmental regulations and company environmental management systems.
- Monitor fleet compliance with BWMS, CII, and EEXI requirements.
- Promote environmental protection and sustainability initiatives aligned with company goals.
- Monitor daily vessel performance and operational KPIs, ensuring voyage efficiency and cargo integrity.
- Prepare and control marine-related OPEX budgets, ensuring cost-effective operations.
- Participate in operational performance analysis and identify opportunities for improvement.
- Support fleet performance reporting and assist in management reviews.
- Lead or support investigations into marine incidents, injuries, or cargo issues, ensuring root cause analysis and implementation of corrective measures.
- Assist the Group Leader in meeting customer requirements and driving continuous improvement across marine operations.
- Encourage innovation, digital tools adoption, and data-driven optimization within marine activities.
- Act as the primary liaison between vessels, charterers, terminals, and internal departments (Technical, HSQE, Crewing, etc.).
- Foster collaboration and partnership across departments to ensure seamless vessel operations and compliance with client expectations.
- Represent the company professionally during stakeholder meetings and inspections.
- Minimum 6 months’ experience as Master / Chief Officer, or 3+ years as Deck Officer on VLCC Oil tankers; or 2+ years as Marine Superintendent for VLCC Oil tankers.
- Valid Deck Certificate of Competency (Chief Mate or above).
- In-depth knowledge of ISM, MLC 2006, STCW 95, SOLAS 74, MARPOL, SIRE 2.0, PMS, and related maritime legislation.
- Strong understanding of cargo containment systems, cargo handling, Crude oil washing, Inert Gas system on board oil tankers and Cargo pumps.
- Sound knowledge of BWMS, EEXI, and CII regulations and their operational applications.
- Excellent analytical, problem-solving, and decision-making skills.
- Effective project management, cost control, and time management capabilities.
- Demonstrated leadership, teamwork, and communication abilities across multicultural environments.
- Proven commitment to safety, quality, and continuous professional improvement.
- Proficiency in MS Office and familiarity with fleet management or marine digital platforms (e.g., PMS, vetting databases, risk reporting tools).
