Senior Manager, HR Business Partner - Geylang
Overall Job Purpose
As a HR Business Partner, you will work closely with the Business Units to understand their business needs, develop, and implement appropriate employee recruitment and retention strategies to support the attainment of business goals.
You will anticipate and provide advice in addressing employee and organisational needs, which include manpower planning, budget planning, recruitment, on boarding, performance management, compensation, benefits, career development and exit management.
As a key member of the HR business partnership team, you will help drive strategies and deliver initiatives to strengthen the strategic importance of a HR business partner in SDC. You will build relationships and focus on aligning the organisation’s mission and values with the business units under your charge.
As part of SDC's HR&A Division, you are also expected to be forward-thinking, collaborative and a team player in contributing to the Division's ongoing/new projects and efforts to transform HR processes and service delivery within the organisation.
Key Responsibilities:
- Responsible for the assigned divisions’ HR needs, providing HR solutions to improve business performance
- Anchor and spearhead assigned projects / initiatives
- Implement HR policies based on an understanding of business priorities and provide HR policy guidance and interpretation to business units
- Oversee manpower staffing requirements and fulfilment. This will include, but not limited to, recruitment, managing headcount establishment and manpower budgeting, reviewing job positions and job descriptions
- Partner management in key areas such as change management, organisational design, annual performance appraisal exercise, talent review and assessment
- Employee engagement and HR analytics
- Support line managers across the divisions on organisational structure and design
- Anchor Union management
- Bridge any gaps, mediate, and resolve issues between management and staff
- Handle administrative work related to people and staffing issues as required
- Participate in weekly/monthly meetings with respective divisions or business units
- Other related duties or projects as assigned by the Reporting Officer
- Degree in Business Administration, Human Resource Management or related field with at least 10 to 12 years of experience in HR Business Partnering or HR operations and policy
- Good understanding of labour laws is an advantage
- Ability to build effective internal and external stakeholders’ relationships
- Good communication, interpersonal, negotiation and networking skills
- HR experience in the urban planning or infrastructure development organisations would be an advantage
This is a 2-year contract with the possibility of renewal.
