The Role
Hua Mei Training Academy Limited (HMTA Limited) is seeking an experienced Deputy/ Assistant Director to support the Executive Director in the overall leadership and management of the Academy. This role plays a critical part in driving sustainable growth, operational excellence, and high‑quality programme delivery across business development, programme management, operations, and curriculum development.
Working closely with internal teams, subject matter experts, government agencies, and external partners, you will help ensure that HMTA’s programmes remain relevant, compliant, and impactful in support of formal and informal workforce development and self-care efficacy in the care and community sector.
Responsibilities:
- Together with the Executive Director, the development of new training business opportunities, partnerships, and collaborations aligned with organisational strategy and sector needs
- Manage an annual revenue and programme portfolio to achieve organisational targets and ensure financial sustainability
- Strengthen organisational positioning and visibility through strategic marketing, outreach, and stakeholder engagement
- Provide oversight of academic programmes, corporate training, and community education initiatives
- Ensure end-to-end programme management from planning and resourcing through to delivery, assessment, completion, and graduation
- Work closely with trainers, lecturers, and subject matter experts to deliver high-quality, learner-centred programmes and strong participant outcomes
- Drive continuous improvement in programme quality, learner experience, and operational effectiveness
- Ensure compliance with regulatory, accreditation, and funding requirements (e.g. SSG, AIC, C3A, NSA, CPE where applicable)
- Oversee operational systems, reporting, audits, documentation, and governance processes
- Supervise the management of training operations including calendars, platforms, logistics, and programme administration to ensure smooth delivery
- Managed budgeting, grant applications, and funding utilisation to optimise resources and programme sustainability
- Build and maintain effective relationships with government agencies, statutory boards, corporate clients, and key stakeholders
- Foster a positive, high-performance culture aligned with organisational values
- Support staff development, performance management, succession planning, and organisational capability building
Requirements:
- Bachelor's degree in a related discipline
- Strong working knowledge and experience with Workforce Skills Qualifications (WSQ) programmes
- Proven track record of engaging effectively with government agencies, statutory boards, and other key stakeholders
- Strong capabilities in business development, stakeholder engagement & operational excellence
- Sound understanding of adult learning principles and learning and development practices
- Demonstrated experience in leading, developing, and managing teams
- Passion for working with older persons and contributing to community impact
