Deputy Director/Director, A*STAR High Containment (BSL-3) Facility, A*STAR IDL - Toa Payoh

A*STAR Infectious Diseases Labs (A*STAR IDL) aims to be the global leader in infectious diseases through scientific excellence in research and innovation to enhance human health and respond to future pandemics.

We are seeking motivated candidates to contribute to our efforts in pandemic preparedness.

Job Responsibilities:

• Oversee the establishment and implementation of bio-safety, security, and common laboratory standard operating procedures and processes in BSL3 laboratories.
• Evaluate and assess all scientific research projects going into BSL-3 laboratories.
• Oversee lab facilities and research operations, including BSL2+ and BSL-3.
• Engage internal stakeholders and external parties eg. Landlord, contractors, suppliers, in ensuring BSL-3 remains relevant.
• Review SOPs and risk assessments and ensure facility and equipment are in good working order and are operated in accordance with relevant safety guidelines, legislations and standards.
• Ensure proper lab space allocation and usage.
• Work closely with researchers for the projects.
• Coordinate with the Response Team.
• Participate in tender evaluation committees and procurement tasks forces.
• Assist with investigations and rectifications of physical and operational failures.
• To lead and support collaboration opportunities to expand partnerships with industry, public health agencies and key stakeholders.
• Oversees alignment of facility capabilities with emerging market and national needs to ensure scientific excellence and operational compliance.
• To assess the current market landscape and anticipate future developments in high-containment research, ensuring the facility is scalable and future-proofed.

Job Requirements:

• PhD in Biomedical Sciences or relevant field.
• At least 5 years of relevant experience in project development and/or facility management in research and/or industrial facility.
• Familiarity with ISO35001/ISO17025/ISO9001 is advantageous.
• Meticulous in record and inventory keeping.
• Good team player; independent and resourceful.
• Excellent planning skills, well-organized and detailed oriented.
• Possess strong interpersonal, oral and written communication and organisation skills.
• Confident to communicate at all levels and able to think creatively and apply strategic thinking to tasks.
• This role requires the use of personal protective equipment (PPE), including respiratory protection, during work-related activities such as training, emergency response, and inspections, in accordance with workplace safety and health guidelines.
