Manager, Workplace Safety & Health
NTUC Health is one of Singapore's largest community health and eldercare providers. We are looking for a strategic, hands-on Workplace Safety & Health Manager. Reporting to the Head of Facilities Management, you will act as the team lead for a two-person unit responsible for building a robust safety culture while driving operational efficiency across our facilities including daycare and senior activity centres, and nursing homes.
You will bridge the gap between regulatory compliance and operations, ensuring that as we grow and adopt new technologies, we do so safely, efficiently, and in full compliance with MOH, MOM, and other national standards.
Your job scope will cover the following:
- Strategic Leadership & Governance
- Framework Design: Define and implement the organisation's WSH roadmap and fire safety strategy, ensuring alignment with institutional, cluster, and national goals.
- Compliance Oversight: Maintain full compliance with WSH Act, Fire Safety regulations, ISO, OHSAS, and BizSafe standards. Manage legal registers, certifications, and authority approvals.
- Management & Reporting: Lead the WSH committee, serve as the Secretariat for the Safety Council, and present data-driven performance reports to senior management.
- Team Leadership: Mentor and guide the WSH Specialist to execute day-to-day safety activities, fostering a high-performance team environment.
- Operational Integration & Project Oversight
- Project Safety: Provide safety oversight for new center setups, renovations, and maintenance works. Act as the subject matter expert when working with Project Managers and consultants, including managing the Permit-to-Work (PTW) system.
- Process Alignment: Champion initiatives related to operational alignment, technology adoption, and process efficiency, ensuring safety is integrated into the workflow, not an afterthought.
- Stakeholder Bridge: Act as the critical link between operations teams and safety requirements, translating complex regulations into actionable site-level procedures.
- Risk & Incident Management
- Advanced Risk Assessment: Lead the identification of physical, chemical, biological, and ergonomic hazards. Prioritise risks and ensure control measures are effective.
- Incident Investigation: Conduct thorough investigations into WSH incidents, identify root causes, and liaise with law enforcement or external investigators during major incidents.
- Emergency Preparedness: Develop and lead emergency response plans, including organising drills and ensuring centre readiness.
- Culture & Capability Building
- Education & Culture: Develop and deliver engaging WSH training, 'brown bag' sessions, and promotional campaigns (e.g., posters, EDMs) to institutionalise a safety-first culture.
- Advisory Role: Act as the primary advisor to WSH champions and business unit heads, providing the guidance needed to meet company safety goals.
Qualifications
You should have:
- Bachelor's degree in any discipline.
- At least 5 years of relevant Workplace Safety & Health (WSH) experience, preferably within healthcare facilities management.
- Preferred certifications:
- MOM-registered Workplace Safety & Health Officer (WSHO)
- SCDF-registered Fire Safety Manager (FSM)
- WSQ Advanced Certificate in Workplace Safety & Health (Level 2)
Other Information
It will be great if you are:
Technical Expertise- Strong knowledge of building codes, fire safety, WSH regulations, risk assessment, and compliance management.
- Proficient in Google Workspace, Microsoft Office, and Adobe Acrobat; data analytics experience is an advantage.
- Self-driven with strong problem-solving, change management, and stakeholder engagement skills.
- Excellent communication skills, including reporting, presentations, and regulatory liaison.
- Highly organised, able to manage multiple projects and maintain accurate safety documentation.
- Proactive and solution-oriented, ensuring WSH compliance and operational efficiency.
