The Executive Director (ED) reports to CEO, St. Andrew’s Nursing Home (SANH). He provides overall leadership, strategic direction, and management of the nursing home (NH). He is overall in-charge of SANH (Aljunied), and is responsible for the smooth running of the NH in caring for the residents in accordance with the healthcare standards stipulated by MOH.
Key Responsibilities- Develop and implement policies and operation procedures to ensure the effective and efficient operation of the NH, across all the departments, to achieve its mission and goals
- Ensure compliance with all applicable government/MOH regulations governing nursing homes and intermediate long-term care facilities, eg. Healthcare and Services Act, Fire & Safety and so on
- Oversee the financial health of the NH. Implement strategies to ensure financial health and sustainability of the NH. Develop and manage the annual budget, monitor expenses, and ensure effective utilization of the resources
- Develop and implement effective manpower staffing plans to ensure a highly competent, professional and efficient nursing team to provide high standard of care for the residents
- Build and maintain strong relationships with the community through outreach programmes - schools, organizations, and external stakeholders
- Design and develop programmes and projects to promote recovery and integration of the residents back into the community.
- Identify potential risks and implement appropriate mitigating measures. Develop and maintain emergency preparedness plans to ensure the safety and well-being of residents and staff members. Address any incidents, complaints, or legal matters promptly and effectively.
- Work and report to the SANH Management Committee (MC) to develop and implement strategic plans, policies, and goals. Provide regular updates to the MC on the NH's operations, financial performance, and compliance status.
- Coordinate with the rest of the SANHs, and the other services under St. Andrew’s Mission Hospital (SAMH) and Singapore Anglican Community Services (SACS), to strengthen the quality, capacity and capability of the elder care services for the benefits of the NH residents and Singapore.
- Coordinate, manage and evaluate the nursing services, ensuring that high standards of nursing care and patient safety are delivered at all times in accordance with the regulatory, legal, professional requirements.
- Ensure that residents receive high-quality care and services in accordance with their individual needs and preferences. Collaborate with St Andrew’s Community Hospital/healthcare professionals to develop personalized care plans and monitor their implementation. Oversee the multi-disciplinary coordination of medical, nursing, psycho-social, and therapy services.
- Recruit, hire, and train staff members to the required standards. Development career progression and plan skills upgrading programme for their professional development and enhance their proficiency. Address any personnel issues or conflicts that may arise.
- Develop and implement operational policies and procedures to ensure business continuity in response to and in managing emergency situations and national crisis (Business Continuity Plan, Flu Pandemic SOP).
- Direct and guide the planning and conducting of exercises and drills to maintain the home’s preparedness to respond expeditiously in different crisis situation.
- Oversee all operational matters to ensure proper utilization of resources with accountability and internal control checks.
- Oversee all financial matters to ensure proper utilisation of funds, accountability and internal control (both the capital and operational expenditure) in accordance with the projected budget and government funding.
- Maintain the inventory and fixed asset control system, with annual physical stock take to verify status of asset against records and to review the need for replacement.
- Review the performance appraisal by the Head of Departments and career planning for all staff in the NH.
- Participate in the design and implementation of new programmes and capability enhancement projects. Work with AIC to trial/implement new technology projects for the eldercare sector.
- Develop and implement policies and operation procedures to ensure the effective and efficient operation of the NH, across all the departments, to achieve its mission and goals.
- Participate in relevant committees or work groups in the overall SAMH/SACS umbrella.
- Prepare and submit application to the relevant authorities for licensing/accreditation of the new services/projects (eg. tender for new NHs).
- Effective management of special projects through collaboration with key players from other NHs, SAMH and SACS.
- Work in close collaboration with external agencies in the provision of healthcare services that includes introduction of new services and process improvement projects.
