Hope Initiative Alliance (HIA) is a registered charity in Singapore with Institution of a Public Character (IPC) status. HIA collaborates with over 100 social service organisations, civil society organisations, corporations, and government agencies to provide holistic care to vulnerable communities, including children and youths from lower-income families, families living in rental housing, homeless individuals, migrant workers, and migrant domestic workers.
The Alliance of Domestic Employees Outreach (ADEO) is a movement of Hope Initiative Alliance that offers holistic care and support for Migrant Domestic Workers (MDWs) in Singapore. ADEO’s work includes promoting mental wellness, providing case management services, organising recreational activities, empowering MDWs through skills development, and fostering social cohesion.

Summary of Job Scope
The Operation Manager/Associate Manager will oversee the integration and management of the Care Sisters programme within ADEO’s broader mission to provide holistic care and empowerment for Migrant Domestic Workers (MDWs). This role involves leading the operational and strategic aspects of the Care Sisters programme while ensuring its alignment with ADEO’s overall goals.The Operations Manager will also coordinate other ADEO initiatives, fostering collaboration and community engagement across all programmes.
Key Responsibilities
The Operation Manager/Associate Manager shall perform the following duties as well as other tasks assigned by the Team Lead for ADEO.
Programme Integration and Management- Plan, oversee and integrate the Care Sisters programme into ADEO’s strategies, ensuring smooth coordination of recruitment, training, and leadership development.
- Ensure seamless coordination across recruitment, training, and leadership development initiatives.
- Align programme goals with ADEO’s holistic care framework, covering skills development, wellness, social cohesion, and welfare.
- Manage yearly operational plans and ensure seamless execution of activities, training, and events.
- Oversee resources, budgets, and logistics to support programme operations effectively.
- Lead strategic recruitment campaigns to engage MDWs from diverse nationalities.
- Build and sustain partnerships with embassies, NGOs, community organisations, and other stakeholders.
- Organise outreach events and activities to promote ADEO’s mission and recruit members.
- Supervise training modules, including onboarding, peer mediation, and leadership development.
- Identify, mentor, and empower potential leaders within the Care Sisters community to serve as ambassadors and role models.
- Develop and implement communication strategies and outreach materials to increase visibility and impact.
- Maintain updated databases of stakeholders, sponsors, collaborators, and volunteers.
- Track key performance indicators (KPIs), compile progress reports, and integrate participant feedback to improve programme effectiveness.
- Bachelor’s degree/diploma, preferably in social work, non-profit management, or related fields.
- 3-5 years of experience in programme management or community outreach, ideally in the non-profit sector.
- Strong organisational skills, with the ability to manage multiple tasks.
- Proficiency in Microsoft Office 365; Canva experience is a plus.
- Passion for supporting migrant communities and fostering inclusion.
