IOH serves as the island’s central command centre, ensuring the seamless coordination and coherent execution of daily operations during peacetime, as well as effective command, coordination and response during crisis situations.
Job Purpose:
The Manager/Senior Manager (Governance & Compliance) leads WSH governance across SDC, overseeing frameworks, compliance monitoring, risk management and safety performance reporting to meet regulatory and organisational requirements.
The role provides strategic direction to strengthen safety culture, drive cross-functional collaboration and support senior management decisions through insights from safety data, incident trends and compliance performance.
Duties and Responsibilities:
- Strategic Oversight
- Review WSH policies, frameworks and governance structures to ensure regulatory compliance and organisational alignment.
- Oversee systems for monitoring safety performance, compliance trends and risk indicators across SDC, including term contractors.
- Identify key risks and drive improvements to strengthen operational safety and resilience.
- Management Reporting & Advisory
- Provide strategic analysis of WSH data, incident trends and key risk indicators to support senior management and committee decision-making.
- Prepare management reports, dashboards and presentations for senior leadership.
- Advise management and departments on WSH-related matters, including compliance, risk mitigation and best practices.
- Secretariat
- Oversee the planning and execution of Safety Security Review Committee meetings, including agenda setting, review of materials, and quality assurance of minutes and follow-up actions.
- Ensure timely escalation and closure of key action items arising from governance forums.
- Compliance Monitoring & Operations
- Oversee the implementation of WSH programmes, inspections and audit processes across departments.
- Track and monitor training and certification requirements (e.g. TEWP, bizSAFE) and status.
- Direct the coordination of initiatives such as Senior Management WSH Walkabouts, safety inspections, briefings and outreach activities.
- Incident Management & Investigation
- Investigate, provide oversight and guidance on WSH incident, including root cause analysis and corrective actions.
- Review significant incidents and ensure timely follow-up, reporting and implementation of preventive measures.
- Safety Culture & Engagement
- Champion organisation-wide WSH awareness initiatives, including campaigns, training and engagement programmes.
- Promote a strong safety culture through collaboration with departments, contractors and by sharing safety insights, best practices and lessons learnt.
- Stakeholder Management & Collaboration
- Partner with internal departments, external stakeholders and regulatory agencies to strengthen WSH practices and compliance.
- Leadership & Team Management
- Lead, mentor and develop the Governance & Compliance team to ensure effective delivery of workplans and operational priorities.
- Oversee resource planning, performance management and capability development within the team.

Requirements:
- Degree in any discipline.
- Specialist Diploma in Workplace Safety & Health (WSH) or equivalent with FSM certification.
- At least 6 to 8 years of relevant experience in WSH, governance, compliance or risk management, with supervisory experience preferred.
- Strong knowledge of Workplace Safety & Health Act and relevant regulations.
- Proven experience in policy development, governance frameworks and compliance management.
- Strong analytical and reporting skills, with the ability to translate data into actionable insights for management.
- Excellent stakeholder management, communication and interpersonal skills.
- Strong leadership capabilities with the ability to guide and influence cross-functional teams.
- Meticulous, organised and able to manage multiple priorities in a dynamic environment.
